We support Government and prime system integrators with engineering and management expertise. Allegient Defense is a leader in advanced technology research and solutions development, and we are growing quickly. We are looking for a Sr. Research Analyst to support one of our DoD clients. The Senior Research Analyst will assist the Program Officer in managing deadlines, generating and reviewing required documents by and for the research performers, actively communicating with the research performers, providing feedback on newly submitted research funding requests, prepare Power Point presentations with the Program Officer, help prepare briefs for the Program Officer, organize meetings, and support the Program Officer in the collection, review, and analysis of information. Applicants are expected to have experience in three areas: 1) S&T Project management, 2) Science & technology Management, and 3) Subject matter expertise relevant to military operations and/or Department of Defense (DoD) acquisition. The applicant will directly assist Government Program Officers in the overall management of science and technology research and development programs. Task would include the following: Responsibilities + Coordinate program management and reporting efforts by facilitating the organization information associated with both program management and S&T product development. + Prepare and draft analyses, presentations, speeches, and reports relative to project and program management goals, objectives, and results. + Assist in reviewing program status reports and assess progress. + Develop documentation necessary to support the acquisition, funding, monitoring and close-out of contracts and grant awards. + Schedule and attend program meetings to include preliminary and critical design reviews, program technical and financial reviews, and key demonstrations or tests. + Identify and review emerging requirements and opportunities for transition in areas related to program objectives for selected technology programs. + Assist and support program and financial reviews, Governmental and Industry trade events, and sponsored or non-sponsored key demonstrations or tests. + Facilitate dialogue and interface with key decision makers and their staffs (e.g., Office of the Chief of Naval Operations (OPNAV), and Joint Staffs, Warfare Centers, System Commands, Program Executive Offices (PEO), Navy, Marine Corps and Joint technology needs, development, and acquisition working groups, and among various technical subject matter experts. + Collect, report, and archive regulations, policy, guidance, legislations, laws, and Congressional language related to supported programs and systems. Requirements + Experience in financial management. The managing of resources for technical and engineering projects is particularly relevant. + Experience managing Science & Engineering (S&E) technical meetings. Of particular value is organizing and facilitating technical meetings including: Leading discussions, analyzing and evaluating research, development, testing and evaluation (RDT&E). Experience in designing and evaluating experimental design, engineering designs and execution are directly relevant. + The research analyst shall be responsible for evaluating the S&E content of research proposals, and assisting in drawing written responses to S&E-related inquiries. + Experience in assisting with coordinating research collaborations with academia, federal government agencies, industry, or international organizations. + A Secret Clearance or an interim Secret Clearance before on-boarding. + Remote: Yes. Onsite requirement is currently twice per pay period at a minimum while under COVID telework policy. Candidates should be advised that remote work opportunities may be reduced or eliminated at any time. Candidates will be expected to report more frequently than twice per pay period in support of various ONR events to include two or more 5-day events. + Travel: Anticipate 10-15 days of domestic and/or international travel per calendar year. Educational Requirement: Masters’ degree or higher from an accredited college/university in relevant scientific and engineering areas, which may including: Biology, Biomedicine, Biochemistry, Nanobiology, Biomedical Engineering, Electrical Engineering, Physics, Systems Engineering (particularly of software and information technology), Mechanical Engineering, Mathematics, Computer Science, Human-Systems Integration/Human Factors, Neuroscience, Physiology, Exercise Science/Kinesiology, Allied Health Professions, Psychology, and/or Sociology. Additional Desired Qualifications + Ten or more years of demonstrated subject matter expertise with DoD, Navy and/or Marine Corps related operational activities (e.g., Command & control, Infantry, Intelligence). The senior research analyst will be expected to facilitate coordination of DoD science and engineering (S&T) research collaborations with academia, federal government agencies, industry, or international organizations. + Experience working in the planning and executing the DoD budget process. + Experience working in the Command and Control / Decision Making arena. + Working knowledge of the DoD contracting process. + Strong ability to coordinate within and across multiple government and civilian organizations and ensure all parties stay focused and on schedule. + Demonstrated ability to work independently, lead in the absence of senior leaders, and meet deadlines. + Ability to obtain a Top Secret clearance is a potential requirement.
