Sr. Technical Professional Leader - Systems Engineering
Title: Sr. Technical Professional Leader - Systems Engineering + Systems, business process, and senior staff support to a government agency’s Office of the Chief Information Officer + Support CIO efforts in overseeing community elements providing IT services, to include investment planning and control, and reporting on organizations’ project cost, schedule, performance and risk. + Facilitate and support corporate governance, strategy, and policy efforts, to include coordination and collaboration with subordinate organizations in developing business, functional, and technical requirements. + Provide management and oversight support to an IT Security Domain. Includes providing oversight and coordination of major IC Information Environment (IE) programs and related common services federated across the IC. The programs focus on developing Identity, Credential, and Access Management enterprise services, data tagging, and services supporting identity and person and system security attributes for access control in the IC. This includes oversight of Performance, Cost, Schedule and Risk. Specific responsibilities include: Participation in executive program reviews of IT Security related programs for the IC; Working with the IC Chief Information Security Officer (CISO) staff to cybersecurity related policies and standards; Working with the IC CISO staff on the security testing and accreditation of ICAM related systems, to include Authorization to Operate, penetration testing, and Zero Trust Architecture (ZTA); Participation in the IC PKI working group; Working with the IC Chief Architect office on ICAM architectures and milestone reporting to Congress; Serving as liaison between the IC and the Department of Defense (DoD) for secure information sharing and standards for ICAM, cross domain, and person/non-person credentials; Participation in program reviews with the IC Security Coordination Center on current and emerging cybersecurity threats and common community services that support these efforts; Participation in the IC/DoD working groups that assess and author standards for access control policies, person and non-person entity attributes, secure data transfer and related standards + Also support Lead for the IC CIO Specification Development Team in developing data and security standards for the IC and DoD, including data security markings, enterprise access control attributes, and data exchange standards.
