ALL TWU OA-REP POSITIONS ARE ELIGIBLE FOR TELEWORKING WHICH IS CURRENTLY ONE DAY PER WEEK. NEW HIRES ARE ELIGIBLE TO APPLY 30 DAYS AFTER THEIR EFFECTIVE DATE OF HIRE RESPONSIBILITIES This position will serve as a liaison with varied roles across multiple units to analyze, plan and bring administrative cohesiveness, insight, and planning to multiple groups within the Division of Operations Planning. The incumbent will attend a wide variety of meetings, both internal to Operations Planning, and with outside departments, all focusing on developing skills and sharing best practices with relevant staff. Utilizing advanced knowledge of various computer applications and software packages; collect and analyze, update, correct, and extract information; maintain and generate reports from a database or network system to track various metrics within Operations Planning. The analyst must be proficient in database management and spreadsheets, be able to perform quick inquiries and analyses to target the weak areas of the unit while working closely with management. Works cooperatively with the management to design and deliver training programs for the division; plan training for staff and events focused on career development and mentoring. Prepares and distributes comprehensive follow up reports including evaluations and related support materials. The incumbent will assist with various administrative functions as required to ensure that multiple unit’s responsibilities are seamlessly executed. The incumbent must be proficient in MS Office suite package, with special emphasis on Excel and Access. The analyst must be organized, and proficient in database management to perform quick inquiries as needed while working closely with management. EDUCATION AND EXPERIENCE Staff Analyst I & Staff Analyst II A master’s degree from an accredited college or university in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, or urban studies, or a Juris Doctor degree from an accredited law school; or A baccalaureate degree from an accredited college or university and two years of satisfactory full time professional experience in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area; or An associate degree or completion of 60 semester credits from an accredited college or university and four years of satisfactory full-time professional experience as described in "2" above; or A four-year high school diploma or its educational equivalent and six years of satisfactory full-time professional experience as described in "2" above; or A combination of education and/or experience equivalent to "1", "2", "3", or "4" above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college or university for one year of experience. However, all candidates must have a high school diploma DESIRED SKILLS • Proficient in standard analytical data processing and management support tools and office productivity suites. • Understanding of analytical methods (e.g. probability and statistics). • Experience with relational databases (e.g. Oracle, Postgres, Access), such as writing queries (generally with PL/SQL) to obtain and manipulate data. • Experience in programming for data analytics is preferable • Experience in and familiarity with transit/transportation systems, particularly the NYCT subway and bus network. • Excellent writing, communication, and presentation skills.
