Summary
Contract Services & Inspection procures contract resources for T&D Line Ops, Maintenance and Construction that meet PGE requirements for day-to-day workload overages and support storm restoration efforts. We provide oversight and manage contracts for Dock crews, Ancillary, Flagging and Locating services. We track and report metrics, schedule, and budget to ensure OPUC and OSHA compliance as well as PGE safety and security. We meet with our contractors regularly to ensure performance meets expectations and to rectify issues. We review invoices to meet SOX compliance and contract agreement.
The Staff Construction Contract Manager will primarily be responsible for managing the Ancillary and Flagging contracts. They will act as the primary contact for performance issues and resolutions, while ensuring invoicing accuracy. This role will also provide back-up support for Dock and Locating contract management, as well as support storm restoration efforts.

**Key Responsibilities**
+ Contract Resources: Serves as the primary contact for providing contract resources for construction and maintenance projects, including emergency contract resources for restoration work related to storms or other emergencies. Manages small- to medium-sized or moderately complex contracts. Collaborates with internal construction and maintenance organizations to provide crew resources by facilitating communication, requesting numbers, and coordinating crew onboarding. Validates that contractors are in good standing with Supply Chain and the union and possess a Certificate of Insurance.
+ Request for Proposal (RFP) Coordination: Schedules job previews and handles contractor questions and clarifications. Oversees the bid award and requisitioning process for small- to medium-sized or moderately complex contracts. Creates contract documents, statements of work, and specifications in collaboration with engineers and project managers. Reviews bid proposals to negotiate terms and pricing. Consults with Supply Chain on competitive pricing for contracts up to $100,000. Oversees material acquisition processes to ensure availability and protects PGE’s interests in contract documentation.
+ Supply Chain Collaboration: Works with Supply Chain to award and administer contracts, focusing on contract scoping, risk management, and cost controls. Manages contracts below $50,000 independently or greater than $50,000 with Supply Chain approval.
+ Project Designer Support: Assists project designers with contract documentation by facilitating meetings with contractors to resolve routine and moderately complex contract conflicts. Elevates very complex and significant contract conflicts to a more experienced contract manager.
+ Constructability: Integrates construction knowledge into conceptual planning, design, construction, and field operations to achieve timely, accurate, and cost-effective project objectives. Reviews construction processes for moderate to more complex projects during the preconstruction phase, identifying potential obstacles to reduce errors, delays, and cost overruns.
+ Contract Administration: Provides on-site project analysis, status reports, performance assessments, and construction quality assurance to ensure contract compliance for small- to medium-sized or moderately complex contracts. Facilitates meetings with contractors to review project progress, address issues, assess performance, and review safety protocols. Engages with contractor management and PGE stakeholders to resolve moderately complex issues, elevating significant issues as necessary. Approves requisitions, change orders, and final payments to contractors while enforcing compliance with codes and standards. Collaborates with administrative staff to manage the requisition process, purchase orders, invoicing, and the work management system.
+ Invoicing: Reviews all outsourced invoices for accuracy, confirming labor and equipment rates and verifying material quantities and costs.
+ Construction Manager Assignments and Guidance: Assigns and schedules bid work and quality assurance tasks to construction managers, providing guidance on contractual commitments.
+ Safety Practices and Training: Ensures project safety by maintaining effective communication between engineering, plant, and construction teams and enforcing safe working practices in line with company culture, safety programs, and regulatory requirements. Provides safety training to contractors as necessary.
+ Damage Prevention: Participates in managing procedures and strategies for damage prevention related to underground facilities. Researches and communicates statutory requirements regarding damage prevention, including Oregon’s dig law, to project stakeholders. Provides information on damage reporting and industry standards for safe excavation to internal stakeholders.
**Qualifications**
Education/Experience/Certifications
+ Education: Requires a bachelor’s degree in business, marketing, communications, engineering/construction technology or other related Transmission and Distribution field or equivalent experience.
+ Experience: Typically five or more years in managing projects, contract management, contract negotiations or related field.
+ Valid driver’s license required.

PGE supports hybrid flexible work arrangements; and will have a combination of in-the-office and working offsite. This individual will need to be located within 75 miles from job location. However, these arrangements may change due to business needs or changes in responsibility.
Compensation Range:
$96,300.00 - $160,500.00
Actual total compensation, including a performance based incentive bonus, is commensurate with experience, skills, qualifications, education, training, and internal equity. While we anticipate the selected candidate for this position will fall towards the middle or entry point of the compensation range, the decision will be made on a case-by-case basis.
