The Payload and Ground Systems Division within Northrop Grumman Space Systems is a strategic partner specializing in delivering intelligence, surveillance, and reconnaissance solutions for classified and unclassified missions in space.  Headquartered in Linthicum, Maryland, PGS RSP has offices, manufacturing, and world-class assembly, integration, and test facilities.  We do it all here, on-site, from sensors to payloads to full up spacecraft, supporting Class A to Class D missions.  Our key capabilities include Active RF, Passive RF, and Electro-Optical payloads, space solar power, cross domain missions, and space resilience payloads & solutions.

This position is for a Staff Systems Engineer to join our Remote Sensing Programs Systems Engineering, Integration and Test (RSP SEIT) team as a SEIT Lead.  As a member of this team, you will have the opportunity to support efforts on both concept and product development to deliver key solutions to our customers. We cover a wide variety expertise within the systems engineering domain. This includes mission engineering, requirements, architecture, modeling and simulation, integration and test, verification, and validation, and many more!

The SEIT Lead is responsible for directing the execution of the overall systems engineering, integration, and test (SEIT) effort on the program. The SEIT Lead is also responsible for horizontal and vertical integration across all engineering elements of the program. The SEIT Lead ensures the integrity of engineering processes and timely development of core engineering work products. The SEIT Lead typically has Control Account Manager (CAM) responsibility, which comprises cost and schedule management for the SEIT work scope. The SEIT Lead interfaces with the Program Manager, Chief Engineer, System Architect, other engineering team leads, as well as the customer.

The position will be responsible for leading systems engineering tasks for space subsystems, payloads and/or vehicles. These may include, but are not limited to:

Serve as the cost account manager for the systems engineering (and potentially multiple other organizations) responsibilities.

Plan and execute the core functions and ensure the project team has qualified staff to execute the program core functions.

Lead technical management and execution of the SE team.

Plan, execute, and close out program reviews and milestones (e.g., SRR, PDR, CDR, TRR, etc.)

Ensure system technical compliance with the program Statement of Work (SOW), system requirements, and manage scope control of technical team.

Manage the vertical and horizontal technical integration throughout the product teams and program life cycle.

Oversee configuration management of the overall Program Baseline

Serve as the technical interface with the customer.

Collect, manage, and report the program metrics and Technical Performance Measures (TPMs).

Manage risk and opportunity and the production of core engineering work products and track the work products and associated program dependencies in the program schedule.

Oversee the establishment and execution of the program lifecycle and work products.

Coordinate between the technical leads, program manager, and customer to ensure the integrity and executability of the program technical baseline.

Act as primary technical working group lead and interface with external parties; managing contractor giver-receivers, track actions, and manage technical team interactions.

Basic Qualifications: 

Must have an active U.S. Government DoD Top Secret security clearance a time of application, current and within scope, with the ability to obtain and maintain SCI approval/access.

Bachelor’s degree with 12 years of experience, a Master's degree with 10 years of experience or a PhD with 7 years of experience in Electrical Engineering, Computer Engineering, Computer Science, Applied Physics, Applied Mathematics, or related technical fields.

Experience leading technical teams.

Experience in systems development, integration, and test.

Demonstrated Multi-Disciplinary Engineering exposure (Software, Hardware, Electrical) and strong ability to communicate cross-functionally.

Demonstrated strong communication skills.

Ability to work 100% on-site full-time in Linthicum, MD

Preferred Qualifications:

Master’s degree or Ph.D. in STEM or technical management.

Risk and Opportunity Management experience.

Experience with Earned Value Management (EVMS)

Experience with Space sensor payloads, including antennas, radar, EO/IR, and/or communications.

Experience interfacing with large multi-site/multi-division teams.

Update as appropriate for band level of requisition

Salary Range: $157,500.00 - $236,300.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
