Staff/Senior Transmission Services Specialist

We help operators maintain employee and public safety, continuity of power, and the reliability of the Western Interconnection. Transmission Services Specialists are highly flexible problem solvers, often acting on their own initiative to enable transmission customers to use PGE’s system and to provide direct support to real-time operators, particularly Balancing Area Operators and Energy Imbalance Market (EIM) Operators. This position continues to evolve as PGE prepares for entry into the Extended Day Ahead Market (EDAM). ***** _We're hiring for a position open to both Staff and Senior level candidates. The level will be determined based on the successful applicant's qualifications, experience, and demonstrated skills during the interview process._ **Career Level Summary** Staff Level: P3 – Career Requires in-depth knowledge and experience Uses best practices and knowledge of internal or external business issues to improve products or services Solves complex problems; takes a new perspective using existing solutions Works independently, receives minimal guidance Acts as a resource for colleagues with less experience Senior Level: P4 – Specialist Requires specialized depth and/or breadth of expertise Interprets internal or external business issues and recommends best practices Solves complex problems; takes a broad perspective to identify innovative solutions Works independently, with guidance in only the most complex situations May lead functional teams or projects **Key Responsibilities** Staff Level: P3 - Career + **Analysis** Consolidates transmission and balancing area operation activities into reports for after the fact uses. Verifies that data are being updated and assets are scheduled correctly. Analyzes, identifies, logs, and escalates outstanding issues that could impact downstream settlements and reporting. Analyzes transactional data and updates from merchants, load serving entities, and other market entities. Analyzes market test results for all hours, annotates intervals with failed test results and reviews logs to identify causes. Performs market queries associated with operational or market disruptions. Acts as a liaison for data validation and reconciliation with adjacent balancing areas. + **Operations** Reviews, analyzes and verifies transmission interchanges are totalized correctly for day ahead and after-the-fact purposes. Reviews, approves or declines and, when necessary, counteroffers transmission reservations submitted by transmission customers. Manages and verifies the accuracy of any automated transmission reservation approval processes. Verifies real-time changes made to the day-ahead plan and resolves any inconsistencies. In the Extended Day Ahead Market, monitors and submits Day Ahead generation, load, and transmission schedules as the EDAM Scheduling Coordinator. Supports Balancing Area Operators, Energy Imbalance Market Operators, and Extended Day-Ahead Market Operators when real time issues are encountered. + **Software** Subject matter expert and administrator of OATI suite of products used by Grid Operations that includes webAccounting, webEIM, webTrans, webTag, WIT, and webOASIS. Manage user access, respond to real time operational issues, and update system to reflect operational changes or new projects. Represent Grid Operations in the vendor relationship. This includes contract awareness, upgrade testing and roll outs, and product troubleshooting. Use of CAISO market applications, Microsoft office applications, and other office productivity tools for daily tasks. Occasional use of PI for enhanced analysis and reporting. + **Reporting** Completes routine summaries, reports and forms on the use of PGE transmission and on the operation of the PGE balancing authority. Provides information for various accounting, billing, and compliance processes. Supports data requests associated with internal inquiries and external / audit inquiries. Posts applicable information to OASIS, including monthly ATC & TTC Annotations and monthly NITS DNR metrics. + **Planning** Assists in producing a day-ahead operating plan for PGE’s balancing authority, Energy Imbalance Market Operator, and Day Ahead Market Operator. Processes customer requests to use PGE transmission by reviewing, accepting and documenting generation dispatch submitted by generation operators, load forecasts submitted by load-serving entities and wholesale power transactions submitted by scheduling entities. Verifies the accuracy of the day-ahead operating plan by checking net schedules with adjacent balancing authorities. Submits planned transmission path outages as directed by outage coordinators. Regularly verifies that correct transmission operating limits based on ambient adjusted ratings are publicly posted, and troubleshoots any concerns with Grid Technologies and other groups. Posts gas pipeline capacity requests for day-ahead. Actively participates in internal projects such as resource integration, market enhancements, regulatory/operational changes, and system upgrades as a representative of Grid Operations. Represents PGE at regional working groups, reliability forums, market enhancement meetings, and other industry events as needed. Creates and assists in the creation of operating procedures, process guides, and job aides to assist Grid Operations. + **Compliance** Ensures compliance with applicable tariffs, regulations, laws, standards, and rules. Serves as a compliance subject matter expert. Provide data and reporting for oversight entities including WECC, FERC, NERC, OPUC. Investigates non-compliance concerns associated with PGE transmission and balancing area operations as needed. Provides training to real-time operators as required. Senior Level: P4 – Specialist. Includes the following responsibilities in addition to those listed at the Staff Level - P3 - Career: + **Analysis** Analyzes and reviews balancing area activities. Resolves outstanding issues that could impact downstream settlements and reporting. Researches and resolves missing data, and performs root-cause analysis. + **Operations** Researches and resolves issues with transmission interchanges. + **Reporting** Produces non-routine summaries, reports and forms on the use of PGE transmission and on the operation of the PGE balancing authority. Anticipates stakeholder needs and provides appropriate data. + **Planning** Resolves escalated issues from customer and other team members. + **Compliance** Analyzes emerging regulatory trends and changes and determines applicability. **Qualifications** Education/Experience/Certifications Staff Level: **Education** Requires a bachelor’s degree computer science, electrical engineering, information systems or relevant field of study or equivalent experience. **Experience** Typically, five or more years of utility experience in a reliability or related function. Experience with software administration or operational technology systems preferred. Senior Level: **Education** Requires a bachelor’s degree computer science, electrical engineering, information systems or relevant field of study or equivalent experience. **Experience** Typically, eight or more years of utility experience in a reliability or related function.
