Northrop Grumman is in need of a Staff Supply Chain Subcontract and Terms and Conditions Specialist to support the Propulsion Systems & Control (PS&C) business unit based in Elkton, Maryland and Missile Products (MP) business unit based in Rocket Center, West Virginia. 

This position can be worked remotely with regular travel required.

Position Summary: 

As a member of the Missile Products and PS&C procurement organization, the candidate will serve as a subject matter expert in terms and conditions and contract negotiations in Northrop Grumman’s Defense Systems supply chain.  Position will require complex negotiations with Northrop Grumman’s strategic and critical suppliers to establish favorable contractual positions and to settle disputes.  The selected candidate will review, analyze, interpret, and draft tactical and strategic agreements. Candidate will liaise with the Law Department, Programs, Supply Chain, and Engineering to foster long and short-term business relationships with our supply base. 

This individual will need to exhibit the ability to own and propel high impact projects and demonstrably show how they can advance the larger organization through their efforts. Candidate will need to exhibit the ability to set a vision and lead others.  It is expected that the candidate will grow and develop the members of the team and make a positive impact on the organization.

This position requires the ability to balance and influence multiple competing priorities and individuals. A strong commitment and collaborative approach is paramount. Excellent organizational, verbal, and written communication skills, as well as project management, analytical, planning, presentation and human relations’ skills are required.  Candidate must have clear examples exhibiting experience in multi-tasking to a successful outcome and usage of above-mentioned communication and project management skills.

In addition to negotiations, the candidate will enhance GSC's negotiation and subject matter expertise through education and training offerings.

Additionally, this individual will support some subcontracts activities, including but not limited to:

Sources and procures specialized goods and servicesNegotiating simple to complex terms and conditionsIdentifies and works to closeout subcontractsOwns contractual management for the suppliersCoordinates and collaborates with key stakeholders such as external customers, contracts, property, security and legalIn conjunction with quality organization, evaluates and monitors quality and reliability, as well as the ability to support required delivery schedulesIdentifies strategies and opportunities to reduce cost, improve efficiency, and manage risk through strategic and targeted negotiations through the use of teaming agreements, LTPA, and overriding agreementsManages performance of subcontracts, ensures compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulationsEmploys sound business practices and assesses supplier performance as part of follow-up activitiesEnsures that appropriate documentation is provided to all necessary stakeholders and ensure that proper receipt is recordedManages and develops strategic/key suppliersReviews and approves final closeout packages as required

Basic Qualifications:

This position emphasized skills and experience. Must have 16 years of experience. Will also consider a Bachelor’s degree in Business, Finance, Supply Chain Management or related field with 12 years of experience or a Master’s degree in Business, Finance, Supply Chain Management or related field with 10 years of experience.Experience in supply chain, business management, contracts or other related fieldPrior Procurement/Subcontracts experienceKnowledge of FAR/DFAR requirementsEligible to obtain a U.S. Government security clearance (U.S. citizenship is a pre-requisite)     Understanding of Cost\Price analysis techniques

Preferred Qualifications: 

Experience in contracts and legal industry a big plusExperience in law either as a J.D. or ParalegalExperience drafting complex contractual documents, including, but not limited to, Overriding Agreements on Terms and Conditions, Non-Disclosure Agreements, and Long-Term Supply/Pricing Agreements.Demonstrated management/Leadership abilitiesGood Organizational SkillsProficiency in Microsoft office suiteCostpoint ERP purchasing system experienceKnowledge of multiple contract types (T&M, Cost Reimbursable, FFP, etc.)Experience with international/foreign procurements/policies

Salary Range: $128,500.00 - $192,700.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
