POSITION SUMMARY: The position for Startup and Commissioning Manager, will be assigned to an MasTec Power Corp Project from initial design to Project closeout, and will have overall responsibility for coordinating of all Project startup and commissioning, testing, and training activities, and leading Startup personnel. He will ensure that the Startup Discipline Engineers, Vendor Representatives, Construction craft, subcontractor support, and Client C&SU personnel assisting in the startup effort, work together as a single team to successfully and safely complete the Project. The Startup Manager reports directly to the Startup Director and indirectly to the Project Manager. Responsibilities ESSENTIAL JOB FUNCTIONS: Provide management and leadership to the start-up/testing and commissioning program from initial plan development, construction turnover, testing, start-up, commissioning and turnover to operations for the defined project scope. Will use MasTec Power Corp. start-up and commissioning standards, manuals, related procedures, turn over package scoping documents and schedule, third party testing agency procedures, and punch list management system. Serve as the lead interface between construction, commissioning and operations, minimizing conflicts and maximizing cooperation during construction completion, commissioning and performance testing phases. Position requires a thorough understanding of construction safety, plant operation, budgets, schedules, testing, water, fuel, and steam system processes as well as electrical distribution systems, local utility interfaces, PLC and distributive control systems, boiler and steam turbine operation. Ensure that MPC's Lock-out-tag-out procedure is used during the transition from construction through commissioning to operations, until transferred to Client’s care custody and control. Will provide ongoing input for start-up and commissioning for all project specific tasks including, site specific procedures, deliverables, contract compliance, cost, schedule, and project resources. May review engineering drawings and specifications to ensure adequate provisions have been made for testing, flushing, cleaning and other pre-commissioning functions. Work closely with Engineering, Quality Assurance, and Procurement to ensure that all supply and subcontracts for all equipment and services comply with specifications during and following startup and commissioning. Coordinating OEM and Vendor training with client’s plant operations and maintenance and/or client specified personnel. Coordinate and supervise client site operations personnel and vendor service representatives engaged in start-up, commissioning, and performance test activities. Schedule and lead start up plan of the day (POD) meetings and document meeting minutes for distribution. Oversee the established system turnover process and schedule all system walkdowns and ensure that all system turnover packages are completed prior to Client acceptance. Ensure that all redlines of all design documents made during check out and start up are generated and issued to Engineering, so as-builts can be produced. During start-up, monitor and report on equipment and system performance against design specifications, direct performance testing and support certification that facility meets the contract performance standards. Ability to identify potential adverse impacts on the project and propose early solutions to avoid project delays. Ensure all startup records and documentation, including factory witness testing documents, pre-functional startup reports, functional performance tests, and integrated systems tests are developed and maintained, and included in System Turnover Packages (STPs). Coordinates startup operations with site construction management including the scheduling and direction of start-up support craft labor, flushing, chemical cleaning, steam blow out and initial equipment and systems operations Ensure that daily logs of operation, maintenance, and safety activities, including test results, instrument readings, and details of equipment malfunctions and maintenance work are maintained and archived. Coordinate Commissioning Craft Labor needs with site construction management and/or construction subcontractors. Manage, lead direct reports, and mentor. SUPERVISORY: Must be able to manage, lead and mentor multiple direct reports in the Construction Ops department. Manage, lead direct reports, and mentor. Qualifications EDUCATION AND WORK EXPERIENCE REQUIREMENTS: High School degree or equivalent required; associate degree or technical certification preferred. 15 or more years of commissioning experience with at least 4 years in team leadership role. Experience with EPC power generation projects, steam turbines, gas turbines and biomass boilers, including strong solid fuel experience. KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED: Be knowledgeable of MIC Health and Safety programs and project specific regulations. When on-site, actively participate in daily toolbox meetings with crews and subcontractors. Set a personal example of safe behavior. Other may duties may be assigned Project management and communication skills, and ability to function independently without supervision. Supervisory experience including technical and administrative abilities for managing and training assigned personnel. Knowledge of and commitment to abide with applicable local, State and Federal laws, ordinances and rules. Efficient with Microsoft Office software suite. Understanding and ability to generate and maintain a Startup Schedule. Communicate clearly with written and verbal instruction. Maintain in-depth relations with all members of their team and your supervisor. PHYSICAL DEMANDS: Work up to a 12-hour shift doing hard physical work in varying temperatures and outside conditions. May need to maintain physical strength and stamina; Use arms, hands, and legs fully; Push, pull, and frequently lift and carry objects weighing up to 50 pounds; and stoop, kneel, balance, crouch, crawl, and climb to perform job tasks. Stamina to perform this task repetitively and continuously for several hour intervals. Uncontrolled environmental conditions: Constant change in weather and site conditions. This work environment may involve moderate exposure to unusual elements, such as extreme temperatures, dirt, dust, fumes, smoke, unpleasant odors and/or loud noises. Ability to wear personal protective equipment is required (including but not limited to- safety toed shoes, gloves, safety glasses, hearing protection, hardhat, vest, etc.). Move in and around confined, cluttered, and uneven areas. May need to work at heights and must be able to abide by all safety and fall-protection requirements; must be able to wear and utilize all safety equipment required for work at heights. Evaluate information based on measurable standards; and see details in objects or drawings and recognize slight differences in shapes and shadings. Visualize objects in three dimensions from drawings. Keep good balance and work at heights. See well (either naturally or with correction). Hear well (either naturally or with correction.) Coordinate the use of eyes, hands, and feet. HOURS: This position is a Full-Time position scheduled to work typically 50 hours per week. Schedule is subject to projects requirements. TRAVEL: Travel required up to 90%. Position requires presence directly on the Project Site location with intermittent travel to residence of record.
