What You'll Do

 

Summary:

Plans and directs project startup assignments. Technical responsibility for organizing, executing, and coordinating these assignments. Makes day-to-day decisions within the project and makes recommendations regarding testing policies and procedures. Responsible for review of project designs to produce recommendation of changes to design so that the systems are safe, commissionable, and operable.

 

Responsibilities:

Reports to the Vice President of Project Management. Supervises and provides administrative and technical direction to the testing personnel. Maintains a strong working relationship with Operations, Engineering, Construction, and other organizations. Reviews engineering designs, construction, procurement, and quality programs to ensure alignment with Startup program requirements. Directs the formulation of and enforces compliance of project policies, testing procedures, plans and programs. Participates in proposal preparation activities, as required. Ensures work performed is within project scope and budget. Provides input to Project Management, Engineering, and Construction to ensure testing (startup and commissioning) requirements are incorporated into project activities, including review of project designs and construction to ensure site testability, operability, maintainability, and operating personnel safety. Ensures incorporation of environmental, safety, and health compliance requirements into the commissioning/startup program. Coordinates with Operations to obtain approval on work as it is accomplished. Reviews and approves key testing (startup and commissioning) methods, procedures, and schedules on assigned project(s). Keeps abreast of technological developments and trends in testing (startup and commissioning) operating services within area of responsibility. Develops standard Startup deliverables such as schedules, waterfalls, skylines, dashboards, test procedure forecasts, and draft commissioning/startup plan. Directs and monitors assigned Testing (startup and commissioning) operations, including design reviews for testability, operability, maintainability, preparation of testing procedures, coordination with construction during field check out and pre-commissioning and testing and execution of the testing (startup and commissioning) in the field. Supervises, coordinates, and reviews the work of assigned test engineers, estimates staffing needs and schedules, and assigns work to meet completion dates. Performs personnel evaluations for personnel supervised and ensures that they receive appropriate technical assistance and on-the-job training for their professional development. AND Minimum 5 years of relevant supervisory/ management experience. Preferred Job Requirements Bachelor's or master's degree and 18 years of relevant experience. Minimum 5 years of relevant supervisory/ management experience. In-depth knowledge in the areas of Testing, Quality, training, and knowledge of principles and practices related to sound operation. Good knowledge of related construction and engineering practices and the economics involved. Knowledge of industry and regulatory standards, and design criteria. Skilled in oral and written communication. Previous experience as a Startup (Commissioning) Engineer scheduling and performing system checkout and operation. Previous commercial nuclear/Department of Energy experience. Extensive technical knowledge of startup/commissioning and plant operations. Experience with NNSA operating facilities and nuclear industry standards (ASME NQA-1) is strongly preferred.   General knowledge of industry and regulatory standards and design criteria in all areas of startup/commissioning.   Knowledge of engineering systems and calculations, applications of both engineering and startup/commissioning methods, and knowledge of application of computers to engineering problems.   Knowledge of administrative practices including cost and scheduling is needed. Extensive knowledge of precedents in the startup/commissioning and operations areas and a broad knowledge of principles and practices of related areas. Knowledgeable of applicable Environmental, Safety and Health regulatory requirements and how they affect operations. Oral and written communication skills. Demonstrated skill in leadership. Broad knowledge of industry and regulatory standards and criteria pertinent to startup/commissioning, maintenance, operations, or testing.

 

The above is normally acquired through:

Degree in an engineering or scientific discipline from an accredited college or university, OR Professional license in an engineering discipline from a recognized licensing board, OR Specialized courses in relevant general engineering, or an appropriate engineering discipline, AND/OR Broad, progressive, work experience including senior supervisory experience to the degree necessary to perform the responsibilities outlined above.  This work experience to be in startup, operations, or other relevant experience in design engineering, construction, field engineering, military or plant operation in power, industrial, process, or marine facilities.

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.

Position may require entry into Materials Access Areas (MAA) and participation in the Human Reliability Program (HRP). If HRP is required, candidate must complete a counterintelligence-scope polygraph, pursuant to 10CFR 709. Medical requirements may apply.
