The Colorado State Board of Land Commissioners is a unique, entrepreneurial agency within Colorado state government. The agency manages a constitutionally created 148 year old, multi-billion dollar endowment of assets for the benefit of Colorado's K-12 school children. The endowment holds more than 3 million acres of land and 4 million acres of minerals that are carefully managed for grazing and agriculture, natural resource extraction, renewable energy, recreation, commercial real estate and other uses. Over the past several years, the revenues generated by these activities have funded the construction or renovation of more than 500 schools around the State. The State Land Board (SLB) is composed of six primary work groups. Asset Management incorporates our District field offices, Resource Extraction, Real Estate and other programs. The Service groups include Transactions and Records Services (TRS), Data Services/GIS, Finance and outreach/external affairs.
This work unit exists to ensure compliance with management directives, policies, procedures, rules, regulations, constitutional and statutory requirements by:
+ accounting for the receipt and transmission of all revenue collected and assuring proper distribution to the various land income and permanent trust fund accounts,
+ providing an adequate program of budget and trust accounting information reporting and analysis,
+ safeguarding the states’ trust assets,
+ providing the necessary internal controls and audit functions as they relate to fiscal management of the trust assets,
+ strategic and operational aspects of the purchasing function, and
+ minerals and accounting auditing.
The accounting function encompasses 17 trust funds including: the expendable and non-expendable fund for each of eight trusts; a multi-purpose expendable fund; and three operating/budgetary funds. This diverse set of trust funds results in a complex account code structure so that financial reporting requirements and strategic fund management are supported with reduced additional effort. In excess of 44,000 accounting transactions are processed annually, representing revenue of $280 million (FY2024 ), general operating expenses of $8 million, and Investment & Development Fund (trust asset related) expenses of as much as $5 million per year.
The audit function is responsible for auditing all royalty payers at least once every three to five years, or when leases are terminated. There are over 200 payers; 80% of those payers are audited each year which accounts for approximately 90% of the royalty revenue collected in any given year. Recoveries from audit findings vary, and findings have supported changes in lessee compliance resulting in the additional receipt of millions of dollars in royalties due.
The unit is also responsible for the direction and management of division wide procurement operations. This unit serves as official representative of the State Land Board in the development, negotiation and administration of all contracts including contract approval, and its members may represent the State Land Board in court in lease default proceedings.
The unit owns the lease file documentation process for all activities related to accounting for lease revenue receivables.
Description of Job

This position is part of the Finance team, supporting the State Land Board’s risk management program to promote the agency’s operations and goals for organizational excellence and financial trusteeship.
Specific areas of work include:
Finance Admin and Accounts Receivable: This position is responsible for performing administrative support and records management functions. Financial records are a mix of paper and digital when submitted to the agency. Application of the proper intake, retention, and release, whether paper or digital, of the information, documentation and record is a key administrative task of the position.
This position monitors the Royalty e-mail box for receipt of production reports related to royalties due to the Land Board, ensuring that the data files are saved to an internal database via Google form for use by the Revenue Accountant for royalty billing and payment receipt.
This position is responsible for the weekly bulk billing process, generating all scheduled lease invoices. The process includes reviewing a preliminary report of scheduled invoices for accuracy with intended billing, distributing the list to lease administrators for review, assisting with any identified billing issues, printing of invoices, and ensuring invoice mailing is successful.
This position coordinates the dunning and delinquency process. Using NetSuite reports of open accounts receivable, researches past due invoices to ensure billing is correct, communicates with lease administrators, reaches out to lessees regarding status of payment, and ensures all collection activity is properly documented in the lease record. The position processes monthly assessment of finance/interest charges on past due accounts as necessary and ensures notices are mailed out in a timely manner. Identifies accounts that must be escalated for potential legal action, creates a digital file for these with a summary of collection efforts and all relevant documents and submits to the Deputy Controller.
Financial Assurance Management: Financial assurance and risk management concepts support the agency’s strategic plan by protecting the assets and implementing organizational excellence and financial trusteeship principles. There are more than 40 types of land uses (including the layering of leases) with varying impacts and potential risks: low impact/risk (grazing, dry cropland, hiking, fishing); medium impact/risk (road access, homesites, solar panels, hunting); higher impact/risk (oil and gas development, coal mining, wind turbines, powerlines). The Financial Assurance Technician (Technician) uses the State Land Board’s asset management software (ATLAS) to build, maintain, and administer the bond and insurance instruments associated with the various types of land use leasing.
Bonds for certain leasing activities are increased to match inflation periodically or are increased with the enlargement of a project. Files with these leasing terms are audited by this position to ensure compliance with bonding requirements and used to determine whether a default on the lease has occurred.
Actively manages and periodically audits bond inventory against ATLAS lease records to ensure compliance with bond requirements. Works with program managers and finance staff to incorporate established audit methods.
Determines when to secure and release bond documents and security instruments as required by contract. Develops the process through coordinated and ongoing communications with field staff, office staff, lessees and financial institutions. Inspection requests, recording of inspection reports, and documenting of decisions must be arranged and managed closely for each leased location covered by the bond before obtaining overall bond release approval. Comprehension of how each type of security instrument is held, deposited, released, or refunded according to State and agency policies is critical to validate availability of funds in accordance with the performance measures of the lease.
