Statewide Mobility Lead (Program Coordinator III)

Position Summary

MassDOT has received a two-year grant from the Federal Transit Administration to pilot a Statewide Mobility Management program. MassDOT Rail Transit is looking to hire a Statewide Mobility Manager to lead this work. This grant-funded position is funded from October 1, 2024 through September 30, 2026. This position reports to the Manager of Grant Programs and Mobility Management in the Transit Unit of the Rail Transit Division.

Duties and Responsibilities

Lead effort to implement the next steps of the Regional Mobility Manager study MassDOT conducted in 2023, including identifying long-term funding, defining regions, working with partners to finalize and implement a plan for how to hire and host Regional Mobility Managers, and setting up networking opportunities to facilitate cross-regional travel and learning among Regional Mobility Managers.Plan and run a Massachusetts Coordinating Council on Access and Mobility (MA-CCAM), modeled on the national Coordinating Council on Access and Mobility.Build and maintain relationships with members of the MA-CCAM, and recruit additional agencies and consumers to expand MA-CCAM.Build relationships with Regional Transit Authorities, aging and disability service providers, and other community transportation stakeholders across the Commonwealth. Learn about their transportation. challenges, their transportation initiatives, and their transportation goals.Provide technical assistance when requested.Facilitate peer learning and connections among community transportation practitioners. Document promising practices, such as through webpages and newsletters.Attend local and regional meetings related to community transit, community social services, and community needs across the Commonwealth to listen to local opportunities and needs and offer transportation information.Convene events related to community transportation, which may include webinars, forums, or conferences.Facilitate one or more peer networks for travel trainers and mobility managers, to promote information-sharing and professional development among practitioners and connections across regions.Assist with efforts to catalog all community transportation providers and make that information available to potential riders, including through support of Ride Match and in partnership with the MassDOT Office of Transportation Planning.Identify, promote, and pursue opportunities to coordinate transportation services and reduce duplication of transportation services locally, regionally, and statewide.Develop an approach to mobility management that focuses on equity, including attention to Justice40 communities. Track work in Justice40 communities.Stay up to date with promising practices and national trends in mobility management, such as through participation in webinars and events hosted by the National Center for Mobility Management and National Aging and Disability Transportation Center, and through networking with peers in other states that have robust or growing mobility management systems.Stay up to date on the national Coordinating Council on Access and Mobility and implementation of its strategic plan.Provide technical assistance to Community Transit Grant Program applicants and subrecipients on mobility management and transportation coordination.Participate in ongoing professional development, such as through participation in the Easter Seals Project Action Certified Mobility Manager programTrack progress and prepare reports.Other duties as assigned.

Skills and Requirements

Collaborative, consensus-building approach.Excellent written and verbal communications.Experience bringing organizations together across sectors to collaborate, problem-solve, and achieve results.Experience working with transit authorities, community transportation providers, and aging and disability services.Experience working with older adults, people with disabilities, and transit riders.Familiarity with a wide range of community transportation services such as fixed-route transit, micro transit, ADA paratransit, dial-a-ride, volunteer driver programs, Council on Aging vans, MassHealth PT-1, and others.Experience including and empowering older adults and people with disabilities in planning, implementing, and evaluating community transportation efforts.Willingness to travel around the Commonwealth.Hybrid work environment: Wednesdays in the Boston office and at least 1 other day per week at an in-person meeting or event somewhere in Massachusetts, or in the Boston office – averaging 2-3 days a week in the field at in-person meetings around the Commonwealth and 1 day a week at the Boston office.Some flexibility in weekday hours to be able to attend morning and afternoon meetings in all regions of the Commonwealth.
