Responsibilities As a Statistician (Data Scientist), you will Independently develop research studies, analyses, and projects that affect the programs and policies of the Bureau of the Fiscal Service and other government agencies. Lead complex analytical studies within a specific product, such as USAspending.gov, Data Lab, or Fiscal Data. Work as a part of a team to build projects from start to finish, participating in projects and make proposals for new and innovative projects within the Office of the Chief Data Officer (OCDO). Influence and collaborate with stakeholders to build partnerships for sharing and improving open data. Manage special projects including evaluations of various functional, operational and financial activities and develop and/or manage special briefings, reports, etc. Requirements Conditions of Employment A one-year probationary period may be required. Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: - Experience in all stages of the data analytic cycle, including data collection, preprocessing, analysis, and visualization Proficient in designing and implementing complex data analysis plans and strategies; AND - Experience with programming languages such as Python, R or SQL for advanced data manipulation, statistical analysis and machine learning model development; AND - Excellent communication skills to effectively convey complex data analysis results to technical and non-technical audiences. Experience in producing high-quality report, interactive data visualizations, and impactful presentations; AND - Experience leading and managing research projects independently. Experience in formulating research strategies, collaborating independently with interdisciplinary teams, and mentoring junior data scientists in research methodologies Education Basic Requirements for this position include: A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. or B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
