Stormwater Program Manager
This position typically provides management and coordination of the personnel and activities of the Stormwater Management Program Department and all associated activities.
ESSENTIAL JOB FUNCTIONS:
Manages and coordinates the personnel and activities of the Stormwater Management Program Department including instructing, assigning, reviewing and planning work of others, maintaining standards, coordinating activities and acting on employee matters.
Coordinates all activities associated with compliance of State and Federal National Pollutant Discharge Elimination System (NPDES) Regulations and programs.
Prepares and submits MS4 program documents for reporting to SCDHEC.
Coordinates and supervises the work of subordinates engaged in the inspection and testing of stormwater management infrastructure, sediment and erosion control to assure compliance with all applicable standards, codes and regulatory guidelines.
Reviews and recommends updates to the Stormwater Management Program to the County Engineer.
Reviews and analyzes plans and analyses for stormwater and siltation submitted to the County for review under the MS4, stormwater and land development regulations.
Compiles, analyzes and interprets technical data pertaining to watershed surface water quantity and quality, urban and agricultural hydrologic programs, rainfall and drainage, flood control and water resource best management practices (BMP).
Prepares material for and assists in presentations to County officials, boards and commissions on stormwater projects, stormwater ordinance revisions, stormwater design manual, annual NPDES compliance reports and interim reports related to environmental compliance.
Investigates citizen complaints concerning stormwater systems, illicit discharges, etc. and prepares reports and enforcement documents.
Manages consultants, providing guidance on technical matters and County's needs during project development and contract performance.
Provides permitting advice and assistance related to County capital projects.
Provides advice and assistance to County departments to sustain compliance with regulatory requirements.
Reviews Stormwater Utility Fee appeals and applications for credits.
Performs other duties as assigned.
