**Responsibilities & Qualifications** **RESPONSIBILITIES** The SEM will promote awareness of the Homeland Security Exercise and Evaluation Program (HSEEP), industry best practices and professional standards, and other authoritative exercise-related initiatives to a variety of stakeholders from one or more national critical infrastructure sectors. The SEM will develop proactive communication strategies and campaigns, initiate outreach and foster open communication across a broad stakeholder network, craft anddisseminatepromotional materials via social media and other conventional channels, and nurture stakeholder relationships. The SEM will develop mechanisms toidentifyand analyze trends and influence trend movement with stakeholder engagement strategies. The SEM will develop, organize,maintain, and distribute exercise program content on digital platforms, as directed. The SEM supports the sustained delivery of a comprehensive full-spectrum exercise support service in compliance with HSEEP guidelines. HSEEP defines two types of exercises: discussion-based and operations-based. Discussion-based exercises familiarize participants with plans, policies, agreements, and procedures. Examples of these exercises are seminars, workshops, tabletop exercises, and games. Operations-based exercisesvalidatethe plans, policies, agreements, and procedures that were reviewed in discussion-based exercises.
