Responsibilities Serves as a principal staff advisor to the Director and Deputy Director, Defense Contract Audit Agency (DCAA) Responsible for synchronization of operational activities and issues across the Senior Leadership Team as well as providing high-level studies, projects, advice, and support involving critical and time sensitive matters. Oversees the proper implementation of laws and DOD policies governing general administrative operations. Develops and updates communications and products consistent with the DCAA Strategic Plan which sets priorities to enable and support the Agency's mission. Provides expert advice and assistance in the integration of Agency goals and performance metrics, examining the relationship of one or more programs or initiatives on key measures of cost performance and budgetary constraints. Requirements Conditions of Employment Qualifications You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp. Specialized Experience: You must have one year of specialized experience at the GS-14 or equivalent level. Specialized experience must be documented in your resume. Specialized experience is defined as: Providing leadership and managerial expertise to senior leaders regarding DoD Operations, and high-level project on critical and time sensitive matters; providing advisory expertise to senior leaders on comprehensive knowledge of DoD and private sector management concepts; and experience in strategy and synchronizing diverse operational activities. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of Education for Specialized Experience: There is no substitution of education for experience at this grade level. Initial Probationary Period: You will be required to serve an initial probationary period of 1 year if one has not already been completed. Background Investigation: All selectees will be subject to a Single Scope Background Investigation (SSBI). You must be able to obtain and maintain security clearance eligibility at the Top Secret level. Telework: Telework availability will be based upon the mission requirements and supervisory determination. PCS: Relocation expenses reimbursed - Yes - You may qualify for reimbursement of relocation expenses in accordance with agency policy. Relocation expenses will be offered based on agency staffing needs and budgetary availability. Performance Appraisal: If you are a current Federal employee, you must be rated fully successful or higher on your current performance rating to be eligible for promotion.
