In this position you will serve as Lead Strategic Planning Manager guiding 412 Test Wing strategic plans and processes in an effort to align installation Operation and Maintenance and Test and Evaluation resources with current and future Air Force and Department of Defense developmental testing requirements. Exercises supervisory personnel management responsibilities at least 25% of the time Serves as the organization's strategic planning lead for current and future Test and Evaluation (T&E) capabilities Leads or participates in the development, coordination, and approval of numerous 412TW informational documents (briefings, bullet background papers, spreadsheets, etc.) Leads and participates in resource studies to improve 412TW and Group organizational direction and focus. Leads long-range strategy development, authoring 412TW strategic guidance and documentation, developing measurable goals derived from senior leaders' intent, and tracking progress toward achievement Leads teams of professionals in identifying future strategic T&E capabilities requirements and develops strategic road-maps to drive investments, capability development, and installation improvement funding toward convergence on the 412TW Commander's implied or specified strategic goals and priorities. Provides FYDP and beyond insight into 412TW requirements and informs the out years of the POM to drive efforts toward strategic outcomes. The duties of this position involve complex programs/projects of multiple disciplines requiring innovative approaches to satisfy customers. Incumbent is a functional expert whose expertise is frequently sought by 412TW and AFTC Test Enterprise Senior Leaders and Subject Matter Experts. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions located here. Specialized Experience: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03 or equivalent to the next to lower grade GS-13 in the Federal Service. Specialized experience is described as: Serving as Lead Strategic Planning Manager, Guiding strategic plans and processes in an effort to align installation Operation and Maintenance (O&M) and Test and Evaluation (T&E) resources. Leading development of Road-map and infrastructure planning. Integrating strategic plans into future years' budget programming for required capabilities. Knowledge, Skills and Abilities: In-depth knowledge of DoD, USAF, AFMC, AFTC and 412th Test Wing organizational structure, missions, programs, and organizational relationships to effectively plan, coordinate, manage and develop long-range strategic plans which sequence and time key program events and milestones. Extensive skills to guide project personnel, resolve unique problems related to technical issues, and provide decision-quality information to senior leaders at the Wing, Center, and MAJCOM levels in a variety of technical areas spanning the full spectrum of RDT&E and support requirements. Mastery of Developmental Test and Evaluation techniques, principles, and capabilities that cover a wide range of test resources used in the evaluation of MRTFB and complex system-of-system weapon systems and indoor and outdoor test ranges. Substantial skill in establishing and maintaining effective relationships with widely diverse individuals and organizations, as well as communicating effectively both orally and in writing while providing effective supervision, training, and mentoring to subordinates. Ability to maintain effective test and evaluation operations through engagement with various entities and stakeholders to resolve issues which are typically complex, controversial, and highly visible to Center, MAJCOM, HAF, and OSD. Knowledge of, and ability to design and conduct comprehensive management studies where the boundaries of the studies are extremely broad and difficult to determine in advance; ability to propose solutions to management problems characterized by their breadth, importance, and severity, and for which previous studies and established management techniques are frequently inadequate. Desired Skills: Skill-level experience: Minimum 3 years of experience in strategic planning, business development, or related field, with at least 2 years in a leadership role desired Master's degree: Advanced degree in business administration, strategic management, or related field desired 1-3 years of experience effectively collaboration with counterparts at HQ, MAJCOM, O-6 and above, and with community and congressional area representatives desired 1-3 years of experience successfully communicating, both orally and in writing, to justify, defend, present, advocate, and/or advise on processes, actions, and decisions impacting the missions desired Expert ability to collect, analyze, interpret, and apply complex policy, rules, regulations, and procedures to a variety of situations and to recommend timely and economical solutions desired Expert ability to think creatively and develop innovative solutions to complex problems utilizing a profound understanding of digital technologies and their applications in strategic planning desired Expert ability to adapt to changing circumstances, including shifts in trends, customer needs, and organizational priorities desired Strong ability to manage multiple projects simultaneously and prioritize tasks effectively desired Strong ability to plan, organize, and direct the functions and mentor, motivate, and appraise the Division staff desired Education Additional Information Please note: Positions in this field/series may or may not be available, depending on current manning.
