MITRE’s Center for Government Effectiveness and Modernization P850 Veterans Affairs VA Health Systems & Transformation Division is seeking an experienced expert in Strategic Planning, Finance and Acquisitions, with experience working with the VA. You will be a member of the MITRE team working for the Department of Veterans Affairs to meet the VA’s mission of improving service to Veterans.

The ideal candidate will serve as strategic advisor, focusing on optimizing the planning, programming, and budgeting of current and future agency acquisitions. You will support government decision makers finding solutions to the nation’s toughest resource planning, analysis, trade-offs, and management challenges. The ideal candidate will serve as an objective, informed partner to government executives relying on MITRE’s insight and expertise to advance the government’s best interests and decision-making.

Role & Responsibilities:

As the principal SME and a leader for acquisition, program management and financial topics, partner with senior government personnel to formulate and report on strategies, resource plans, and trends.Experience developing repeatable acquisition processes, acquisition artifacts (e.g., requirements documents (SOW, SOO, PWS), acquisition plans, requests for proposals, source selection plans, risk management plans, and other documents as necessary).Experience providing pre- and post-award acquisition support, including market research, cost analysis, performance requirements, and rough orders of magnitude.Experience participating and assisting in source selection, recommending evaluation criteria, designing the proposal evaluation process, and analyzing offeror proposals.Ability to translate operational mission needs into acquisition, technical, and programmatic requirements.Execute targeted cost analysis against progress against goals; develop and report on key performance metrics. Lead team and conduct analysis of financial data and develop plans to support adjustments in program needs and funding.Perform independent assessments, cost analyses, and estimates of selected proposals and alternatives.Apply financial, legal, and ethical policy and governance concepts in support of mission requirements and evaluation of risk.Provide technical expertise based on best practices to government personnel for financial decisions.Maintain currency in Federal and organization acquisition and financial policies, changes, and deadlines.

Basic Qualifications:

Requires a minimum of 10 years of related experience with a Bachelor’s degree in Program Management, Finance, Accounting, Acquisitions; or 8 years and a Master’s degree; or a PhD with 5 years’ experience; or equivalent combination of related education and work experience.Must be able to obtain and maintain VA Suitability Clearance.At least 10 years of successful experience in the VA or DoD program management, acquisition, or finance domains.Advanced knowledge of program management, finance, and acquisition best practices.Strong experience and understanding of Federal Government systems, processes, and tools as well as Federal Cost Accounting and Acquisition principles.Demonstrated experience and capability to advise the federal government on all aspects of the acquisition life cycle and program management to implement and adopt innovative acquisition solutions.Exceptionally strong organizational and planning skills with the ability to recognize, prioritize, track, and resolve multiple ongoing issues.This position requires a minimum of 50% hybrid on-site presence.

Preferred Qualifications:

Advanced degree or special certifications in Finance, Acquisition, Program Management15 years previous related experience preferred.Excellent written and oral communication.Ability to work well with senior executives, as well as mentor/lead other team members.Experience as a U.S. Government Contracting Officer, Contracting Specialist, or Acquisition Program Manager on large-scale, enterprise system acquisition programs.Experience in acquiring managed services (technical and business) to achieve business process outcomes.DAWIA Contracting Level II or III or DAWIA Program Management Level II or IIINCMA CFCM or CPCM certification or PMI PMP certification
