STRATEGIC PLANS AND TRAINING OFFICER (Title 32)
Summary This position is located in the Joint Force Headquarters-State Strategic Plans and Training Directorate in Austin, TX. The primary purpose of this position is to serve as the Officer over Strategic Plans and Training for the JFHQ-State. Serves as the primary advisor to the Adjutant General and the Chief of the Joint Staff for the formulation of strategic plans, policies, international affairs, joint training, and force development. Texas is one of 9 states with NO state income tax. Responsibilities As a STRATEGIC PLANS AND TRAINING OFFICER (Title 32) with the Texas National Guard, your duties will include, but will not be limited to: Serves as the primary staff director for developing, managing, evaluating, and improving joint integration plans, joint training exercises, joint Professional Military Education, and action plans for approved joint strategies for the department. Provides direction and oversight of the planning for stationing and implementing approved joint force development, supporting operational planning, evaluating and disseminating joint doctrine, developing and managing education and professional development, training exercises, readiness, and assessment. Coordinates joint exercises to facilitate joint and interagency operations, integrating of new systems and capabilities, and professional and technical training programs. Responsible for developing, managing, evaluating, and improving the long-range force integration plan. Analyzes information provided on conflicts identified, substantive changes and doctrinal issues, and the recommended courses of action. Provides JFHQ-State input to Combatant Commander's war plans, with emphasis on homeland defense/homeland security. Assists local, state, and federal government and other agencies in the preparation of supporting plans, programs, activities, exercises, and training. Functions as JFHQ-State officer of primary responsibility for the Department of Defense (DoD) Training Transformation (T2) program. Oversees and manages JFHQ-State joint assessment and lessons learned programs. Serves as the senior strategic and long-range planner and consultant responsible for developing the Joint Force Headquarters-State view of the future and implements detailed strategic policy, plans, initiatives, and concepts related to warfighting, theater security cooperation, international relations, federal and state homeland security, civil support missions, and selected other activities for the entire organizations based on broad guidance from higher headquarters and specific guidance from the Adjutant General and Chief of the Joint Staff. Responsible for developing, managing, evaluating, and improving measurable strategic timetables, goals, objectives, and milestones implementing instructions, local plans, policies, and programs. Recommends planning strategies to develop, implement, and sustain the Joint Force Headquarters Strategic Plan. Develops performance measurement tools and data collection methods for continuous monitoring of operational data to ensure that all programs are fully integrated and effective. Ensures strategic planning evaluation and assessments adequately and effectively address and measure key customer and operational requirements for continual process improvements aligned with the Joint Force Headquarters strategic direction. Prepares briefings and correspondence and distributes command policy and guidance on the strategic planning process. Compiles, performs, publishes, and oversees a comprehensive analysis for each future program to prevent duplicate use of resources. Responsible for the administration, implementation, and execution of a quality Strategic Plans and Policy program. Reviews Department of Defense, Department of the Air Force, Department of the Army, National Guard Bureau (NGB), Army National Guard, Air National Guard (ANG) and other agency planning documents and ensures the state strategic plan remains synchronized with current topics, future initiatives, and higher headquarters planning documents. Keeps abreast of technical advances in the test and evaluation field, analyzes, and recommends adjustments and changes to policies, programs, and projects to improve operations and efficiencies throughout the state. Conducts statewide analysis for strategic planning, re-engineering issues, and program integration. Synchronizes and integrates strategies with Combatant Commanders, NGB, other services, supported federal and state agencies, and the federal response plan Tasks are unique requiring the development of stand-alone processes and techniques to formulate decisions or policy. Employs advanced management principles, data compilations, and the development of recommendations to affect current sources, infrastructure, and future requirements. Provides oversight, coordination, and administration of activities and programs which integrate military and non-military agencies and international programs as directed by NGB, Combatant Commanders, Department of State, and other appropriate tasking authorities. Provides oversight of state partnership programs and other international partnership activities. This includes planning and coordinating visits of foreign delegates to the state; coordinating documentation required to support international visitations; and planning and coordinating activities between the JFHQ-State and supported countries. Performs other duties as assigned. Requirements Conditions of Employment Appointment Factor(s): This is an excepted service position that requires active membership in a compatible military assignment in the Texas National Guard and wear of the military uniform. Area of Consideration: In-State This includes: All currently employed full-time permanent, indefinite and temporary personnel of the Texas National Guard. The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment. This is a Testing Designated Position (TDP). The employee is subject to random drug testing. Pre-employment drug testing and participation in random drug testing is a condition of employment. Within 90 days of appointment as a National Guard SAPR Professional, even if currently D-SAACP certified, the newly appointed employee will be required to complete the NGB Joint Course. Within 120 days of appointment, unless previously D-SAACP certified, the newly appointed SAPR Professional will be required submit the DD Form 2950, must be submitted by the next D-SAACP review board. Required to obtain and maintain D-SAACP certification and maintain certification through meeting annual continuing education training requirements. Military Requirements Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Compatible Military Assignments: MOS Immaterial Rank Spread: Enlisted: E-8 /(MSG) not to exceed E-9 /(SGM/CSM) Officer: O-1(1LT) not to exceed O-5 (LT COL) Qualifications Specialized Experience Required: To qualify at the GS-12 grade level, your resume must include relevant experience with beginning and ending dates of employment/experience reflecting at least 1-year specialized experience equivalent to at least the next lower grade (GS-11) with experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations. Substitution of Education for Specialized Experience: In addition, completion of courses such as the Officer Advanced Course, Squadron Officer School, Command and Staff College, Air and Army War College, National Security Management Course and others of comparable level will be credited at the rate of 1 month of education for 2 months of specialized experience. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. May require travel in military and/or commercial aircraft to perform temporary duty assignments.
