What You'll Do

Basic Function of Position:
This position plays a key role in supporting the Site Strategies department by leading high-impact projects that advance strategic, data-driven decision-making across the Y-12 site. The Strategic Priorities Specialist will have expertise in one or more of the following areas: strategic planning and prioritization, workforce modernization, and space management. They will be responsible for developing and implementing strategies, programs, and initiatives that optimize operations, enhance efficiency, and support the achievement of site-wide mission deliverables.

 

Core Responsibilities and Deliverables:
Each Strategic Priorities Specialist will be assigned primary responsibilities in one of the three areas (Strategic Prioritization, Workforce Modernization, or Space Management) based on their expertise and the department's needs. They will also be assigned secondary responsibilities in the other areas to support cross-functional collaboration and knowledge sharing.

 

Strategic Prioritization:

Support the development of the integrated Master Site Prioritization Plan, and provide critical updates to various levels of Y-12 management Cross-functionally collaborate with stakeholder organizations to the Master Site Prioritization Plan Work closely with the Strategic Data Solutions team to help identify opportunities to provide strategic support in visual management, data science, and technology improvements Identify schedule and resource conflicts across the site, understand the future impacts, and make recommendations to address potential resulting risks

 

Workforce Modernization:

Develop and implement a scalable Workforce Modernization program designed to enhance pre-employment and onboarding activities, standardize and strengthen workforce preparation and readiness, and optimize career development for Y-12 employees Partner with Human Resources to ensure recruitment for needed skill sets within Y-12 are being met and secured Develop and maintain a metrics suite in support of the overarching Workforce Modernization Program to include Onboarding, Workforce Readiness, and Fissile Material Handling tracking Integrate with the Master Site Prioritization Plan to ensure future workforce mission success

 

Space Management:

Implement and sustain a Space Management program that promotes efficient building and office space planning and utilization that is procedurally and data-driven Maintain Y30-022, Space Management for the Y-12 National Security Complex, in accordance with up-to-date business rules, policies, and procedures Develop and maintain a digital workflow that streamlines the office space request process and provides a single repository for data access and analytics Propose placement and relocation solutions for the workforce that help organizations maintain continuity of operations Provide a readily available platform for stakeholders (i.e., managers, building managers, and employees) to locate procedures and tools that drive the Space Management program

Internal applicants currently in a lower level Career Level would move to the lowest posted Career Level.   Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.

 

This position may require entry into the Material Access Areas (MAA) and participation in the Human Reliability Program (10 C.F.R. Part 712), which requires successful competition of a DOE counterintelligence evaluation and may include a counterintelligence-scope polygraph examination.

 

This position may be categorized as a “designated position” identified by 10 C.F.R. Part 709, requiring successful completion of a DOE counterintelligence evaluation that may include a counterintelligence-scope polygraph examination.
