The Strategy and Operations Manager 3 for the Maritime/Land Systems & Sensors and Field Engineering (MLSS/FE), Engineering & Sciences (E&S) organization will report directly to the Vice President of MLSS E&S. The location is nominally Linthicum Heights, MD, but may vary, the ideal candidate could also be local to one of the main MLSS sites in Charlottesville, VA, Sykesville, MD, or Annapolis, MD.

The Strategy and Operations Manager facilitates engineering strategy development and provides leadership of day-to-day engineering operations. In the accomplishment of the strategy portion of the role, the selected candidate will be responsible for strategy development and deployment. In this, he/she will support program and organization engineering reviews, dive into technical challenges and metrics (for example, Root Cause and Corrective Action) to understand trends, and translate organizational strategy in programmatic action. In the accomplishment of the operations portion of the role, the selected candidate will provide support to executive leadership to enable day-to-day execution, including continuous planning; goal and metrics tracking; organizational and program risk identification and mitigation; and the development, dissemination, and deployment of tasks associated with engineering initiatives. The position will require extensive interface across the E&S leadership team, engineering directors within MLSS/FE, and the respective leadership teams and coordination of activities across locations and sites.

This position offers a challenging balance between development/ implementation of long-range strategy and assurance of efficient, timely execution of tactical operations. The ideal candidate has experience in Engineering Leadership roles on programs and uses this background to demonstrate strong technical leadership organizationally and in direct coordination with programs on challenges. This requires relationship building skills, a track record as an effective communicator, and a problem solver with the ability to innovate while challenging traditional ways of doing business.

Responsibilities of the position will include but are not limited to:

Facilitate and maintain an engineering strategy as the primary area of focus:

Translate business needs into short / long-term engineering functional strategies (people, process, tools, products and services)

Support to executive leadership to enable business execution excellence, including continuous planning, goals tracking, organizational and program risk identification & mitigation and the appropriate development, dissemination and deployment of policy.

Establish and implement a business rhythm to align resources to the organization’s objectives

Work with MLSS/FE E&S leadership team to support engineering execution metrics across the organization, workforce resource planning, and movement of work across campuses.

Participate in long-range strategic planning process for E&S orgs, including engagement, seating, and other facilities needs

Ensure commonality and the sharing of best practices for operations functions within each engineering organization

Seek and establish collaboration and alignment across peer operations managers in the E&S, division, and functional organizations to stay aligned, partnered, and share/implement best practices. This includes technology, techniques, tools, processes, and people.

Day-to-Day Operations

Lead the proactive creation and integration of work products necessary to support reporting requirements

Develop and maintain operational calendar for leadership team; ensure clear communication of dates and deliverables to other task owners

Partner with engineering and division operations managers in an operational cadence to include cyclic reporting and analysis of program and portfolio goals to achieve contractual and organizational objectives

Lead and manage the process for E&S internally funded projects including NCTA, ITA, and capital initiatives

Collaborate with human resources (HR), business management (BM) and communications POCs to ensure close partnership on strategies and initiatives with intersection.

Track, document, and report status of training, conference attendance, Independent Reviews, proposals, and Comprehensive Estimates at Complete (CEACs) across the organization

Coordinate engineering status reporting tailored to recipient audience

Manage and maintain data repositories (e.g; SharePoint, Website content)

Plan, coordinate, and facilitate staff meetings, leadership off-sites and site visits, organizational reviews, and other leadership team activities

Collect, track, and analyze data; develop appropriate reports/presentation materials in support of Engineering level mtgs and leadership team decision-making actions

Perform analysis, planning and forecasting to aid in leadership, financial and organizational decision making. Facilitate the collection and presentation of metrics and develop analytical tools to track results and measurable outcomes stated objectives/goals.

Publish meeting minutes with actions; coordinate with teams to drive actions to closure in alignment with organizational priorities; Brief the Vice President on key issues, challenges, and decisions made at meetings.

Lead the business operations team in the execution of all of the above responsibilities

Serve as a delegate for the leader in designated reviews as required

Perform special assignments and lead special initiatives as required

Ability to travel up to 25%, as needed.

Basic Qualifications:

Bachelor’s Degree in a STEM (Science, Technology, Engineering or Math) discipline with 8 years of engineering experience; OR a Master's Degree in a STEM discipline with 6 years of engineering experience; OR a PhD in a STEM discipline with 3 years of engineering experience.

US Citizenship required.

Ability to obtain and maintain a Secret Level Security Clearance.

Prior program engineering leadership experience.

Project management, analytics, planning, and presentation experience.

Preferred Qualifications:

4+ years of technical leadership experience on programs

1+ years of technical leadership functional experience

Experience across a broad set of disciplines, program types, and program lifecycle phases.

Demonstrated ability to respect confidentiality and safeguard sensitive information.

Experience with tracking and analyzing engineering metrics on programs

Knowledge of Confluence, Jira, and/or Tableau.

The candidate should also be familiar with organizations and stakeholders outside of Engineering & Sciences to include demonstrated experience with cross campus or multi-discipline collaboration.

Active Secret Clearance.

Salary Range: $146,800.00 - $243,500.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
