The Stream and River Biologist Project Leader writes fisheries conservation management plans, focusing on warm and cool water streams and large rivers, analyzes fisheries and other aquatic resource data, develops fisheries and instream flow recommendations and undertakes actions to protect, maintain, and restore fish populations and their habitats.

The Project Leader sets project-specific priorities and plans, conducts fisheries and habitat assessment work, performs statistical and GIS analysis of data sets, and prepares technical reports and presentations.

The Project Leader interacts with other state and federal environmental agencies to further enhance protection of fisheries resources and their habitats through Federal Energy Regulatory Commission hydropower relicensing efforts and statewide water policy deliberations.

The Project Leader develops and makes presentations at public meetings and hearings; work with other environmental stakeholders and sportsmen’s organizations to advance watershed-based fisheries conservation and management objectives and participate in professional organizations and societies to identify emerging strategies for improving the agencies effectiveness with protecting and/or restoring fisheries habitat.

DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES

Develops and implements statewide assessments of stream and river resources, focusing primarily on warm and cool water streams and rivers.Collaborates with the regulated community and other state and federal regulatory agencies to develop statewide stream flow recommendations, assessing stream flow and habitat necessary to support the Commonwealths native fish populations, and provides guidance regarding habitat restoration activities.Serves as the fisheries representative in Federal Energy Regulatory Commission hydropower relicensing efforts and provides expertise on statewide water policy issues including the Interbasin Transfer Act and Water Management Act, and Water Quality Standards.Uses an extensive existing fisheries data base, to research and monitor the effects of impacts to water quantity, water quality, and physical habitat on streams and rivers using GIS and statistical analyses of fisheries survey data. Conducts research and habitat restoration actions including the identification of fisheries resources in the project area, potential threats to those resources, and conservation options to protect them.Collaborates with interdisciplinary teams within the Division and other public and private partners to ensure fisheries science is applied to support healthy aquatic ecosystems management and long-term sustainability of fish communities and their habitats.Provides technical services and expert advice to stakeholders and partners on the conservation and management of fisheries resources.Develops and makes presentations at public meetings and hearings; works with other environmental stakeholders and sportsmen’s organizations to advance watershed-based fisheries conservation and management objectives. Participates in professional organizations and societies to identify emerging strategies for improving the agency’s effectiveness with protecting and/or restoring fisheries habitat.Performs related duties as required.

QUALIFICATIONS REQUIRED AT HIRE

Complete understanding of fisheries science, stream flow and habitat restoration, biology, ecology, and management. Skilled in the use of GIS and statistical applications.
