Sub-Contract Manager – MSET

The Sub-Contract Manager will support the Marine Sensor Enhancement Team (MSET) contract, which is a vast new contract we have awarded – worth £1.85 billion.
It will maximise days at seas for the Royal Navy Fleet by ensuring sustained, long-term availability and resilience of critical assets, spares and repairs over the next 15 years.
By significantly increasing equipment availability, M-Set will increase the longevity of sensor and sonar capability, which is critical for the Continuous at Sea Deterrent (CASD) and wider ship and submarine capabilities. The result is GLOBAL Security will be boosted, the Royal Navy is presently fully engaged around the world. The Royal Navy operates ships and submarines across every ocean and continent. On Active duty, 365 days a year.
Thales UK will aim to provide full availability of the equipment that is the eyes and ears of the Royal Navy. Utilising data technology, including AI and virtual reality to provide a more proactive, and predictive maintenance systems, the project will secure a projected 450 employees across 5 Thales sites in the UK.
Overview
Full responsibility for the management of sub-contracted Supplier(s) within a specified Thales bid, product or project, with regular direct contact with Supplier(s).
The opportunity to develop and deliver complex, high risk, high value equipment or services.
Sub-contract management with various inputs through the end to end life cycle (e.g. development – bid – contract – execution)
Opportunities for frequent travel and close engagement of suppliers to ensure that requirements are executed in accordance with technical, program, cost and performance (quality and delivery) requirements.
Key Responsibilities
Manage, and be accountable for, the overall performance and compliance of key Supplier(s). Manage the schedule and performance of Supplier(s), ensuring rigorous adherence to commercial, quality and technical governance.
Co-ordinate and lead sub-contract reviews including identification and mobilisation of internal support required to execute sub-contracts from other Thales departments.
Be responsible for and monitor the performance of Supplier(s) and update the procurement dashboard including engagement with other Procurement key stakeholders such as the Project Procurement Manager and Category Managers as appropriate.
Be accountable for the monthly measurement of Supplier metrics and enforcement of contractual agreements where Key Performance Indicators are not being met.
Ensure appropriate Supplier Relationship Management and Performance Management techniques are employed with Supplier(s) to improve performance, mitigate risk and capture innovation from Supplier(s).
Recognise and identify subcontract claims as they develop and manage the timely resolution under changing provisions where possible, obtaining legal expertise where necessary.
Support negotiation of sub-contracts, including appropriate Customer flow down, to achieve timely performance whilst minimising programme risk and exploiting programme opportunities.
Ensure continuous monitoring and action against Risks, Opportunities (including Cost Savings) through execution of such complex Sub-Contracts
About You
Have demonstrable understanding of the procurement lifecycle, procurement strategy and supplier
management in best practice environments through bid, project, product development and production
phases.
Have a strong technical awareness of the end-to-end procurement activities (including experience of project management), with the ability to identify and mitigate risks and assess opportunities.
Possess excellent communication, influencing and negotiation skills with experience building and
managing strong, long lasting relationships across internal stakeholders, partners and suppliers
Proven relevant experience in a mid to senior level procurement role, with a record of success.
Demonstrable experience working within in a complex, multinational, multi-site organisation and working with different cultures - experience within Space, Defence, Aerospace or other comparable industries is desirable
