Subcontract Administrator II (Tinker AFB)

Provide cradle-to-grave subcontracts support. Negotiate subcontract price/cost, terms and conditions, and schedule for new subcontracts and subcontract modifications. Draft subcontract business and technical terms, develop negotiation strategies and provide directions to the team on management and oversight of all subcontract agreements.

Prepare RFP packages, analyze and evaluate proposals, negotiates subcontract provisions, select or recommend subcontractors, issue POs, and administers resulting subcontracts. Administers assigned subcontracts to ensure compliance with subcontract terms and conditions. Tracks subcontract changes with shops that are responsible for oversight and receiving reports for services

Responsibilities

Keeps Business and Program Manager informed of status of subcontracts and problems that may arise.

Assists Business Manager with oversight of buyers and provides guidance as necessary relating to purchases in accordance with company policy and the FAR.

Sources and purchases parts, services, and/or supplies necessary for corrective maintenance and preventive maintenance execution.

Initiates and negotiates various supplier/subcontractor agreements.

Prepares Purchase Orders or Subcontracts of a technical complexity.

Develops award files to meet with company and Government policies and regulations.

Compiles and analyzes statistical data to determine feasibility of buying products or services and to establish price objectives.

Develops sole source justifications for purchase of supplies or services.

Compiles information to keep informed on current price trends.

Confers with suppliers and analyzes suppliers’ operations to determine factors that affect prices and determines lowest cost consistent with quality, reliability, and ability to meet required schedules.

Reviews proposals, negotiates prices, selects or recommends suppliers, analyzes trends, follows up orders placed, verifies delivery, approves payment, and maintain necessary records.

Prepares RFP and RFQ bid packages.

Supports proposal efforts as required.

Works with different subcontract types (FFP, T&M, Cost Plus and hybrids), modifies subcontracts and exercises options, terminates and closes out subcontracts

Experience with the Service Contract Act and Davis Bacon Act its application desired.

Confers with shop supervisors to identify sub-contract requirements.

Updates Requestors on requested services and coordinates scheduling of services for subcontracts.

Monitors, in concert with the requesting shop, sub-contractor’s execution of services when working in the field.

Makes site visits as necessary to validate subcontract performance.

Supervisory experience overseeing 2 or more employees.

Works closely and harmoniously with fellow workers and supervisors.

Adheres to all safety and health rules and regulations.

Qualifications

The applicant must have thorough and understanding of FAR/DFARS, GSA Federal Schedules, Federal IDIQ, GWAC contracts and supplemental acquisition regulations of government agencies

The selected candidate must have a minimum of 5+ years of purchasing OR subcontract experience OR a Bachelor’s or Associates in a business-related field plus 3+ years of experience

The selected candidate must have an advanced working understanding and ability to perform price and cost analysis and methodologies

Must have working knowledge of the MS Office Suite, primarily Excel and Word.

Must have excellent communication skills, excellent writing skills, be a self-starter

Must be able to carry out responsibilities with minimum supervision

Must be able to travel (as required)

Costpoint experience is strongly referred

The selected candidate will be required to maintain strict confidentiality of all company related matters.

Must be able to pass a government background check

Will be required to complete all company training (annual or job-related)

Must be able to comprehend, speak and write English.

Physical Demands:

While performing duties of this job, the employee is occasionally required to stand and/or walk for periods at a time, sit, use hands and fingers, handle, or feel objects, tools or controls, reach with hands and arms, climb stairs, balance, stoop, kneel, crouch or crawl.

The employee must be able to hear and speak.

Work is performed indoors and outdoors. Outdoor work is subject to temperature extremes and inclement weather conditions of Oklahoma.

The employee must occasionally lift up to 50 pounds.

The employee is occasionally required to work other than normal duty hours, which may include evenings weekends and/or holidays.

This position may currently and/or in the future be required to obtain and retain a favorable National Agency Check (NAC) and/or Personal Clearance (PCL) as required by law or contract. Position requires pre-employment drug screening.
