Subcontract Estimator   Purpose:   Colonna's Shipyard is seeking an Subcontract Estimator to support shipyard operations in Norfolk, VA.   Position Summary:   The Subcontracts Estimator is responsible for evaluating bid specifications and drawings to determine necessary efforts to be subcontracted and ensuring that everything required to successfully bid the project is understood and evaluated. Estimators must follow-up with subcontractors to ensure that bids are received. Estimators also work with the Project Management teams to follow-up on bids and budgets.   Position may require work hours beyond a standard work week to support business operations.
Essential Duties and Responsibilities: Prepare detailed cost estimates by analyzing subcontractor bids and pricing submittals. Solicit and maintain communication with subcontractors and vendors. Develop subcontract interest in projects and manage the subcontractor RFP process. Qualify and level subcontractors' proposals according to project specifics. Ensure all subcontractors are provided necessary information to bid projects, to include NDAs, drawings, specifications, or manuals. Develop relationships with new subcontractors and continually strive to find new players in the marketplace. Manage the submittal process to make sure all bids are received in time for bid deadlines. Keep detailed records for each bid and ensure that all documents are placed in the relevant folders for estimators. Solicit, analyze and review subcontractor and vendor price quotations for conformity to the bid documents. Prepare and maintain a directory of suppliers, contractors and subcontractors. Assist estimator in developed the bid turnover documents for the project teams after award detailing each quote and necessary exceptions. Notifies estimators of any exceptions taken by a subcontractor to ensure that the estimator accounts for that exception in the final bid. Attends bid turnover meeting to provide details and subcontractor options for each work item to the Project Management team. Work independently to complete responsibilities. Must have regular, reliable attendance. Required Qualifications:  Must have at least three (3) years' experience in estimating. Must be familiar with marine vessel terminology and abbreviations Must have extensive knowledge of industry practices, procedures, and market trends Must be dedicated, well organized, able to plan, prioritize, and manage multiple tasks as well as detailed oriented with the ability to focus on quality and accuracy. Must be proficient with commercial estimating software. Must be able to read architectural plans and develop cost estimates. Must have a strong understanding of ship construction/ship repair processes and be proficient with MS Word and Excel. Must be familiar with financial and project management principles. Must have in depth knowledge of research and data analysis methods and estimation formulas. Preferred Qualifications: BS/BA in engineering, construction science or relevant discipline (preferred) Travel Requirements: Occasional Travel; 15% or less. Security Requirements: Must be able to access Government facilities and be DBIDS eligible.  Position requires US Citizenship. Physical Requirements: Remaining in a stationary position, often standing, or sitting for prolonged periods. Able to sit and work on a computer for long periods of time. Moving about accomplishing tasks or moving from one worksite to another. Communicating with others to exchange information. Light work that includes moving objects up to 20 pounds. Must be physically agile to perform tasks in naval ships. Able to work on and climb ladders, work in extreme temperature environments, aboard ships, in shipyards, under industrial conditions and in confined spaces, including enter and moving through manholes.  Able to perform other duties as required which may involve high heat, humidity, noise and dirty conditions, working aloft or over the sides of vessels.  Frequent exposure to noise due to machinery and equipment.  While performing the duties of this job, you may frequently be required to stand, walk & sit; use hands or fingers; handle or feel; talk and hear. Occasionally required to reach with hands and arms, climb and balance, stoop, squat, kneel, twist and crawl.  Work in extreme temperatures and conditions.
