Subcontract Lead, Subcontracts Management Specialist III

As a Subcontracts Management Specialist III, you'll be responsible for preparing request for proposal packages, developing evaluation criteria, analyzing and evaluating supplier proposals, negotiating subcontract provisions, selecting or recommending new subcontractors, and administering our subcontracts. Additionally, you'll administer standard subcontracts agreements, such as Firm Fixed Price (FFP), Time and Material (T&M), and Cost Reimbursable (CR) Fixed-Fee, through the entire contract lifecycle, and will participate and lead negotiations of terms, price, and schedule, and will monitor subcontractor performance.

Responsibilities:

Manage sourcing, qualification, negotiation, award, execution, change management, and closeout, ensuring all processes align with company standards and project requirements.Aid in defining subcontract requirements and effective acquisition planning.Lead negotiations encompassing terms, schedules, pricing, data rights/intellectual property considerations, and prime contract flow-downs.Enhance adherence to performance management, cost control, and deliverable tracking for more complex subcontracts.Provide expertise on regulatory compliance (FAR/DFARS) and company policies, performing independent research and problem-solving to ensure solutions comply with FAR/DFARS and company policies.Create and manage Requests for Proposals (RFPs), subcontract agreements, and subcontract modifications.Foster productive relationships with suppliers, addressing issues in a timely and effective manner.Ensure subcontract documentation, records, and correspondence are accurate and up-to-date in accordance with company policies and procedures. Offer constructive feedback on colleagues' files to ensure compliance alignment.Work autonomously to ensure subcontractors adhere to contractual obligations, terms, and conditions, addressing any deviations promptly and effectively address and resolve any issues, disputes, or conflicts that arise during the subcontract lifecycle.Demonstrate the ability to manage and prioritize multiple tasks and changing deadlines, take ownership of tasks and assignments, and work with a sense of urgency to support internal and external stakeholders.Operate with strong business acumen and excellent communication skills to effectively present business cases to peers, suppliers, program management, and executive management.
 

Must-haves:

Bachelor's Degree in a related field and typically 6 or more years of relevant experienceHigher education may substitute for relevant experienceRelevant experience may be considered in lieu of required educationExperience with government federal acquisition regulations (FAR) requirements. Candidate must have supply chain management or finance experience and government contract/subcontract experience.Proficient with managing multiple contract typesExperience with negotiations,  cost / price analysis, and an understanding of FAR and DFARS compliance requirementsStrong attention to detail and the ability to work independently Proficient in Microsoft Office tools The ability to obtain and maintain a security clearance.

Preferred:

Earned Value Management (EVMS) and Control Account Management (CAM): Strong understanding of Earned Value Management (EVMS), Control Account Management (CAM) principles, program management, and financial concepts.Experience and understanding of various contract types including CPIF, CPFF, FFP, FPIF, T&M, and different payment terms/types.Proficient in presenting, communicating, and interacting with leadership and executives, both internally and externally.Experience supporting internal and external audits, including DCMA CPSR audits.Advanced knowledge of government requirements, certified cost or pricing data, complex fact-finding, price and cost analysis, data rights, and negotiations.Advanced understanding and experience with FARs, DFARs, and legal terms and conditions.Basic experience with International Trade Compliance, including ITAR, EAR, Import/Export, and Technical Assistance Agreements (TAAs).Advanced ability to review complex Subcontractor Statements of Work (SSOWs), understand work scope, and hold other functions accountable for providing clarity and eliminating ambiguity in SOW language and technical requirements.Strong financial understanding, including forecasting and the supply chain's influence on the annual operating plan, covering orders, sales, profit, and cash flow.Ability to understand cross-functional data sources/influences and extract and identify trends and correlations in data and program requirements.Advanced working experience with Microsoft Office, including Excel (pivot tables, VLOOKUP, etc.), Word, PowerPoint, Project, etc.Supply Chain Certifications (CSCP)

Estimated Starting Salary Range: $82,039.23 - $112,803.95. SNC considers several factors when extending job offers, including but not limited to candidates’ key skills, relevant work experience, and education/training/certifications.

U.S. Citizenship status is required as this position needs an active U.S. Security Clearance for employment. Non-U.S. citizens may not be eligible to obtain a security clearance.
