Atlas Tech, a veteran-owned IT company serving multiple DoD customers in support of America's warfighters, is looking for a Subcontracts Administer to join our team in beautiful North Charleston, SC. This position currently allows for working from home 3 days a week and 2 days onsite, Atlas reserves the right to adjust this schedule.
The Subcontracts Administrator will perform procurement related functions for subcontractor and material purchasing by providing support for the preparation of solicitations, negotiating subcontractor proposals and subcontracts, and acting as the buyer for materials, supplies, and services above and below the micro purchase threshold for all programs being supported. This position requires knowledge and hands-on experience in government contracting methods and applicable procurement laws and regulations, including but not limited to CPSR, FAR, and DFAR requirements. This position will report directly to the Director of Contracts.
You Will:
Provide pre-award and proposal support including the negotiation and issuance of non-disclosure agreements and teaming agreements, preparation of compliant competitive and single/sole source solicitation packages to subcontractors, and evaluation of subcontractor proposals to include price and cost analysis Provide post-award support to include the negotiation of subcontract agreement terms and conditions (including identification and inclusion of flow down requirements from the prime contract), administration of multiple types of subcontracts (level of effort cost reimbursement type contracts (CPFF), time and materials (T&M), indefinite delivery indefinite quantity (IDIQ); firm fixed price (FFP); and agreements issued under other transactions), as well as all modifications thereto Develop and administer small business subcontracting plans Maintain quality working relationships between our subcontractors and the programs being supported Identify and resolve issues throughout the subcontract lifecycle Perform all subcontract close-out activities Source and procure a variety of complex or technical goods as well as a high volume of small dollar value commercial off the shelf items to include tracking purchases, monitoring vendor quality, and maintaining a current database of vendor information Implement companywide process improvements to include both the refinement of existing purchasing system procedures and the creation of new ones as needed to achieve CPSR readiness Work closely with Atlas Tech team members across the company to effectively solve problems and collaborate on projects for the greater good of the company, there is no job too big or small All other duties assignedYou Have:
Experience in the defense contracting industry with a range of contract functions throughout the full lifecycle of Federal Government subcontract administration Expertise in Microsoft Office Suite, particularly Microsoft Excel and Word The ability to quickly learn new software programs, including but not limited to our ERP system, and to work efficiently in a computerized/digital environment The ability to make decisions and solve problems proactively using sound, inclusive reasoning and judgement The ability to manage projects that have company-wide impacts independently to include setting milestones and deadlines, resolving issues, managing time and resources efficiently, and evaluating results A bachelor's degree from an accredited institution, and at least 3-5 years of related experience (experience will be considered in lieu of a degree) Knowledge of and the ability to analyze, interpret, and ensure compliance with relevant laws, regulations, terms, conditions, and policies governing assigned contracts, including FAR, DFAR, and CPSR requirements Pride in your work product, excellent attention to detail, and strong written and verbal communications skills The ability to work both independently and collaboratively as a member of a team with initiative, creative thinking, innovation, and a positive attitude Versatility and a hunger to expand your knowledge base and skillset in a way that allows you to achieve professional growth and a better understanding of the big picture A can-do attitude and the ability to see what needs to be done and subsequently take ownership of identifying and performing or delegating the steps required to accomplish it without significant oversight Mastered time and workload management and can think on your feet to effectively prioritize in a mission driven fast paced environmentWant to hear more?
