**Your role and responsibilities**
As a Federal Subcontracts Manager, you serve as a Federal Procurement First Line Leader that will be responsible for leading a team of Procurement Professionals in negotiating, monitoring, and administering subcontracts through the acquisition process. Manages subcontractor relationships and subcontracts, including the bidding process, negotiations, and execution; monitors subcontractor performance; develops and negotiates subcontract documents; and works closely with the contracts and negotiations department (C&N) to incorporate necessary flow-down clauses. Maintains audit readiness.
This role reports directly to Federal Procurement Second Line Leader.
Other responsibilities will include:
• Lead the formulation of price strategy and price-to-win in conjunction with prime contract and project leads, review prime solicitation packages, and draft subcontract solicitation packages to support prime proposal. Strategize pricing and scheduling, communicate with subcontractor teammates, assess responses, and coordinate with stakeholders.
• Manage and review price analysis evaluation of subcontractor proposals and write subcontract price analysis narratives for prime contract proposals.
• Utilize IBM procurement systems, process task orders and modifications, and serve as the primary interface between IBM and subcontractors in the pre- and post-award phase.
• Manage the team in negotiating subcontract agreements, prepare small business subcontracting plans on proposal efforts, and ensure appropriate prime contract flow downs and firm or agency provisions are incorporated into subcontract agreements.
• Manage subcontract negotiations for reasonable pricing and favorable terms, with guidance from management and input from stakeholders.
• Manage subcontract files and ensure compliance with Contractor Purchasing System Review (CPSR) requirements and the IBM Federal Procurement Blue Book : Create and manage audit files that meet customer requirements and adhere to IBM policies.
• Lead a team and use effective communication in daily interactions with internal and external clients. Help resolve subcontract requirements by offering advice based on interpretation and expertise. Serve as a liaison, facilitating communication between subcontract stakeholders and coordinating with program managers and matrixed organizations.

· Responsible for the performance and outcomes of the Procurement team
May be asked to perform other duties as assigned
· Data Analysis: support sourcing decisions through review and compiling of bidder data and various other metrics or benchmarking .
· Compliance, Audit, and Documentation: develop an understanding of elements needed to maintain a DCMA approved purchasing system (CPSR audit), and working within such environment.
· Procurement Knowledge: develop a broad knowledge across the Procurement organization
· Sourcing Techniques: Apply key skills around sourcing techniques to achieve cost-effective and high-quality supply.
· Act in compliance with all relevant IBM business conduct guidelines, Federal Acquisition Regulation and its supplements, operate under a CPSR approved business system, and client-driven procurement processes.
**Required technical and professional expertise**
* Experience in managing/leading a team of 8 or more direct reports
* · Integral knowledge of Government Contracting to include FARS/DFARS
* · Comprehensive understanding of Contractor Purchasing System Review (CPSR) requirements
* · Understanding of end-to-end procurement process
* · Experience in procurement & Extensive knowledge of subcontract administration practices, procedures, and processes supporting federal contracts.
* · Experience with various types of contracts, including Firm Fixed Price (FFP), Firm Fixed Price Level of Effort (FFPLOE), Cost Plus Fixed Fee (CPFF); Term and Level of Effort (LOE), Time and Materials (T&M); and various Indefinite Delivery Indefinite Quantity (IDIQ) types.
**Preferred technical and professional experience**
* Experience with SAP NS2, Ariba, and Fieldglass
