Job Overview The candidate will provide System Engineering Life Cycle (SELC), Engineering Changes-Time Compliance Technical Orders (EC-TCTOs), and Configuration and Change Management support for the Naval Information Warfare Center’s (NIWC) US Coast Guard (USCG) Integrated Product Team (IPT) in support of USCG Command and Control, Communications, Computers, Cyber and Intelligence Service Center (C5ISC) Product Lines (PLs) and Shared Service Divisions (SSDs). This person must be familiar with the USCG Project Management, SELC and SFLC processes, practices, and procedures, have excellent research skills, must be able to organize their ideas, and be able to develop project, engineering, and technical documentation. Responsibilities Essential Duties & Job Functions: Assist USCG Project Managers (PjMs), ESD/ISD Leads and NIWC Project Leads (PLs) in initiating, planning, creating, implementing, and closing C5ISC projects throughout their lifecycle, in accordance with the C5ISCINST M4130. Provide direct support to USCG PjMs, ESD/ISD Leads and NIWC PLs in the initiation, planning, creation, implementation, and closeout of C5ISC engineering projects. Create, review, and modify engineering and technical documentation including but not limited to Project Charters, Project Management Plans (PMPs), System Engineering Technical Review (SETR) briefs, Project Management Tailoring Plans (PMTP), Engineering Change Plans (ECPs), and Project Risk and Issue Registers. Develop EC-TCTOs for C5I systems. Attend meetings, provide briefings, and participate in working groups. Possess excellent written and oral communication skills including ability to make significant presentations. Manage multiple assignments simultaneously, while working independently and with other project personnel. Manage and coordinate documentation and artifacts as they pass through the C5ISC Configuration and Change Management and SELC processes. Job Requirements Mandatory: Fifteen (15) years of hands-on experience with USCG C4ISR equipment, to include three (3) of the following four (4) areas: Systems Requirements Operational Requirements Test & Evaluation Training Five (5) years’ experience supporting USCG Project Management, SELC and/or SFLC and shore EC-TCTO processes. Comprehensive knowledge and experience with either the USCG C3CENINST 5297.1B Project and System Engineering Management Policy (PSEMP) or C5ISCINST M4130 Configuration and Change Management Policy and the SFLC Joint Surface Engineering Change (EC) Process Guide. Working knowledge of USCG configuration and change management specifications and standards. Experience showing good communication, interpersonal, motivational, and organizational skills. Current Active SECRET Security Clearance. US Citizenship. Must have a valid driver’s license with acceptable driving record upon request. Must be able to successfully pass a pre-employment background check and pre-hire drug test.
