Project Summary:
MSI anticipates implementing an Iraq Democracy, Human Rights, and Governance (DRG) Assessment for the United States Agency for International Development (USAID) in Iraq to inform strategy efforts and portfolio planning. The DRG Assessment will focus on civil society, governance, civic engagement, economic governance and cross-cutting themes. The outputs will provide key analysis and actionable recommendations aligned with the USAID Iraq Mission’s strategic goals to guide CDCS development and current and future programming.

Position Summary:
The Subject Matter Experts will be on a short-term assignment to provide critical research and technical expertise for the Iraq DRG Assessment. Working under the direct supervision of the Assessment Team Leader, the Subject Matter Experts will carry out the tasks in coordination with MSI and USAID/Iraq. Two Subject Matter Experts will be assigned to each region in Erbil, Baghdad, and Basrah depending on the DRG Assessment needs.
Responsibilities:
Help design and/or contribute to the development of the assessment inception report to include final research design, work plan, timeline, list of key respondents, and desk research sources. Contribute to identification and review of relevant background documentation and to development of succinct desk analysis deliverables. Contribute to the development of data collection instruments and protocols, including survey tools, key informant interview (KII) and focus group discussion questions in collaboration with other members of the assessment team. Conduct in-person and/or remote virtual interviews/meetings and focus group discussions with stakeholders in coordination with other Local Researchers on the ground in Iraq. Document the results of interviews, meetings, and focus group discussions in a format agreed in advance with the Assessment Team Leader. Review and analyze the assessment data under the supervision of the Assessment Team Leader. Contribute to the assessment findings summary presentations, bullets and reports, including analysis, key findings, and recommendations. Contribute to briefings for USAID on findings, conclusions, and recommendations of assessment.Qualifications:
Bachelor’s degree in a relevant field required. Minimum five years of professional work experience in the areas of civil society, governance, civic engagement, economic governance, community needs assessments, and/or research development required. Experience conducting research and/or assessment activities including virtual and in-person interviews in Iraq strongly preferred. Experience conducting donor-funded (preferably USAID) assessment activities preferred. Knowledge of Iraq’s political system and current regional civil society/community landscapes preferred. Strong writing, analytical, and effective interpersonal skills. Ability to work collaboratively as a member of a team. Working knowledge of Arabic and fluency in English required. Proficiency in Kurdish is a plus.
