The incumbent will oversee critical reform initiatives including paperwork reduction, substance use disorder (SUD) system transformation, provider training, utilization management, the State’s opioid epidemic response and state SUD compliance activities. The position requires comprehensive coordination across multiple teams, including the Reform and Redesign Team, 1115 Reentry Demonstration Team, and the Opioid Epidemic Response Advisory Council (OERAC) Team. The incumbent will drive strategic project management, ensure alignment with state and federal guidelines, and lead innovative approaches to behavioral health service delivery. This position provides leadership to the development and sustainment of demonstration projects, including the 1115 SUD Demonstration and Reentry Demonstration, working collaboratively with the Healthcare Administration, Office of Addiction and Recovery, and Department of Corrections. The incumbent will develop and implement comprehensive strategies to improve service access, quality, and outcomes across Minnesota's behavioral health ecosystem. The position requires advanced project management skills, deep understanding of healthcare policy, and the ability to navigate complex interdepartmental relationships. The incumbent will be responsible for identifying system gaps, developing innovative solutions, and leading transformative initiatives that support Minnesota's behavioral health infrastructure. The incumbent is knowledgeable about division wide priorities and strategic direction, behavioral health services and policy and represents the division on behalf of the Assistant Commissioner and Director as assigned. **Domain of responsibilities include the followings:** + Lead and manage comprehensive substance use disorder reform and demonstration projects across the Behavioral Health Administration. + Manage and supervise staff to facilitate effective and efficient operations; ensure that program outcomes are consistent with section, division and agency goals. + Provide strategic leadership and collaborative oversight of the Opioid Epidemic Response Advisory Council (OERAC) and related statewide initiatives, working closely with the State Opioid Response Supervisor to advance comprehensive opioid epidemic response efforts across Minnesota. + Provide oversight and direction for legislative development and implementation of initiatives based on project recommendations. Lead efforts to advance legislative changes that support SUD reform and the expansion of the continuum of care. **Minimum Qualifications** **_To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates thebeginning and ending month and year for each job held._** Demonstrated leadership experience* *Leadership experience can include: + Experience as a supervisor, lead worker, team lead, project lead. + Completion of a State of Minnesota leadership program (e.g., ELI, L4). + A paid/unpaid position leading a program or chairing a committee (e.g., ERG) - experience must include: + 1+ year of experience identifying issues, goals, and strategic actions. + 100+ hours per year time commitment. **AND** Four (4) years of specialized mental health experience managing substance use disorder services demonstrating the following: + Extensive knowledge of mental health and substance-use disorder treatment methods that includes design, implement, and evaluate an effective, integrated, individualized program of services. + Understanding of social work treatment methods applicable that includes design, implement, and evaluate effective integrated services. + In depth understanding of Centers for Medicare and Medicaid Services waivered programs. + Program management or project management experience. + Experience in policy development and implementation. + Experience working with government agencies, community organizations, or healthcare providers on substance use prevention, treatment, or recovery initiatives. **Preferred Qualifications** + Variety of experiences working effectively with others from different backgrounds and cultures. + Knowledge of opioid settlement agreements, funding distribution processes, and regulatory compliance. + Clinical experience and knowledge of adult mental health programs and service delivery. + Knowledge of state funding and granting process. + Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns. + Commitment to equity. + Knowledge of federal and state laws, rules and regulations governing behavioral health services, opioid funding, and harm reduction services. + Understanding of program management, continuous improvement processes and experience tracking and presenting results. **Additional Requirements** To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held.
