Position Description

Primary Purpose:

 

Responsible for the oversight and management of a petroleum products marine receiving and delivery terminal of Central Florida Pipeline. Ensures safe, efficient, and economical operation and general maintenance of the terminals with direct oversight and responsibilities for pipeline(s) and associated right of way.

 

Essential Duties and Responsibilities:

 

Coordinates and manages the performance of Terminal Operators, Technicians and support staff to safely and efficiently operate and maintain the Terminal, ROW Pipelines and any associated facilities.Maintains an up-to-date working knowledge of regulatory and company operating requirements and coordinates activities with regulatory agencies, other company departments, the public, customers/carriers and local emergency response agencies.Acts as Incident Commander and Qualified Individual for emergency responses and as leader of the Emergency Response Team. Coordinates emergency response activities in conjunction with the Operations Manger. Activates and coordinates the Crisis Support Team if necessary.Coordinates, prepares and/or maintains various reports, records, diagrams and other documents concerning maintenance and operations issues, safety, regulatory compliance, and employee administrative issues.Functions as local customer contact for Business Development.Ensures compliance with all applicable L O&M procedures at their facilities.Ensures compliance with applicable laws and regulations including, but not limited to, DOT, EPA, USCG, OSHA, State Environmental Protection Divisions, and Local Fire Departments.Will manage a Process Safety Management (PSM) / Risk Management Plan (RMP) covered facilityAdministers local and company Facility Security Plans including security assessments and risk aversion.Understands the role of inventory management and coordinates all Terminal and pipeline operations that influence product quality assurance, product measurement.Stewards operating expenses and monitors associated operating expense and capital budgets.Other duties as assigned.

Position Requirements

Education:

 

High School Graduate or equivalent

 

Experience/Specific Knowledge:

 

Minimum 3 years of work experience with and knowledge and understanding of procedures involved in operating and maintaining liquid petroleum terminal facilities, including knowledge of regulatory requirements and operation of truck rack automation systems, or be able to quickly become familiar with the truck rack automation systems.Experience operating, maintaining or supervising operation or maintenance of a liquid pipeline system, or the ability to apply Terminal Operations experience to quickly become familiar with and manage associated pipelines and ROW.

 

Certifications, Licenses, and Registrations:

 

Must have and maintain a valid driver’s license and be insurable by the Company Insurance CarrierMust meet the criteria to maintain TWIC (Transportation Workers Identification Credential) as required by regulations.Must be able to obtain a Port Pass

Physical Demands:

 

Climb tank stairs, manually open and close valves, occasionally moving or lifting up to 100 lbs.Walk on paved, gravel or other even and uneven surfaces.Manipulate and use hand tools in performance of various tasks.See / visual ability to perform various administrative and field operator tasksHear alarms and radio communications and quickly give oral instructions to employees.

 

Working Conditions:

 

Must be able to be on call and report as needed and be able to work extended hours as required in emergencies, equipment or service interruptions, and/or other related circumstances.

 

Supervisory Responsibility:

 

Coordinates and supervises the performance of direct reports and support personnel.
