Overview The Superintendent / Quality Control Manager (QCM) is responsible for overseeing both on-site construction activities and ensuring adherence to quality standards. This role includes supervising field personnel, coordinating construction schedules, and managing project completion within budget, while also enforcing safety practices and maintaining job site operations. Additionally, the QCM aspect focuses on implementing and supervising construction quality control programs, developing and updating Project Quality Plans, and ensuring compliance with contracts and established standards. This combined role ensures project quality, safety, and efficiency from start to finish. ESSENTIAL FUNCTIONS (Superintendent): Coordinates and supervises all construction activities Directs field personnel to complete the project on schedule, within budget, and to quality standards per original plans and specifications Maintains daily communication with the project manager for compliance with company policies and procedures Develops and maintains the construction schedule, identifying and resolving issues Keeps accurate as-built drawings Articulates timely requests for information in the company's best interest Reviews subcontractors' Schedule of Values for percentage completion and Pay Applications Coordinates and negotiates subcontractor change order pricing Updates mandatory safety documentation as the project progresses Submits and procures materials for self-performance work Orders materials and schedules inspections as necessary Stay familiar with requirements from the US Army Corps of Engineers and NAVFAC Implement US Army Corps of Engineers' Quality Control Requirements and reporting procedures Maintains positive relationships with customers, contractors, suppliers, and employees, ensuring safety, quality standards, and schedule adherence Supervises the project from NTP through final punch list and turnover Promotes and administers job site safety, encourages safe work practices, and addresses hazards immediately Ensures all company employees and contractors adhere to safety and quality standards and schedule Maintains an organized job site, including the construction office Enforces EEO/AA compliance standards as outlined in the Job Summary and Core Requirements sections Focuses on employee development Willing to travel to other project locations Other duties as assigned ESSENTIAL FUNCTIONS (QCM): Create and manage the Quality Control Plan for success on assigned construction projects Read and understand complex contract specifications, documents, and architectural/engineering/mechanical, and electrical drawings Interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables Define problems, collect data, establish facts, and draw valid conclusions Review and approve submittals, process, and understand RFI’s Create a Daily Activity Report to be a detailed, thorough, and complete historical record of the day’s daily activities Work with others in a team environment to ensure contract requirements, project goals, and objectives are met Communicate and reason with client’s quality assurance personnel and technical experts, and field quality assurance, technical authorities, and construction supervisory representatives Make presentations, host meetings, and engage in problem-solving by bringing together technical experts, authorities having jurisdiction, assigning action items, documenting minutes, and follow through to closure Proficiency in QCS/RMS software applications, Word, Excel, and Outlook Prepare graphs, charts of data, proposals, reports, and manuals Implement the U.S. Army Corps of Engineers (USACE) Three Phase Quality Control Process Read/analyze survey shots (grade and elevation) Mentor Quality Control Specialists Continuing education in related fields Other duties as assigned KNOWLEDGE, SKILLS & ABILITIES: Organizational Skills: Demonstrates strong organizational abilities Communication: Exhibits excellent written and oral communication skills, with effective listening Problem-Solving: Analyzes problems and makes timely, sound decisions based on objectives, risks, and costs Interpersonal Skills: Maintains a tactful, mature demeanor and works well with diverse personalities Adaptability: Adapts to meet customer needs while maintaining project cost and schedule Flexibility: Adjusts to new work environments easily EEO/AA Compliance: Knowledgeable about Equal Employment Opportunity and Affirmative Action laws or willing to train; ensures all hiring, promotion, and employee relations practices comply with EEO/AA laws and company policies. QUALIFICATIONS: Required: Bachelor's degree in Construction Management, Engineering, or a related field, or equivalent work experience Minimum of 10 years of construction experience A minimum of 5 years of experience fulfilling the roles of Superintendent and Site Safety & Health Officer (SSHO) on federal projects\ Bachelor’s degree in a related field, or equivalent work experience 10 years of construction experience, with at least 5 years as a working Superintendent or construction Site Safety & Health Officer (SSHO) Experience working on construction projects with the U.S. Army Corps of Engineers (USACE) and/or the Naval Facilities Engineering Command (NAVFAC) Valid state driver’s license Proficient in Microsoft Word, Excel, Outlook, Project, and Primavera scheduling software Capable of performing minor scopes of work, such as carpentry, drywall, cleaning, and demolition Skilled in project estimation OSHA 30 certification CPR and First Aid trained 30-hour OSHA construction safety class Preferred: Valid OSHA 10/30 certification Valid First Aid/CPR certification Leadership in Energy & Environmental Design (LEED) certification WORKING ENVIRONMENT: The majority of the work is performed in both indoor and outdoor settings, involving interaction with individuals of diverse functions, personalities, and abilities. PHYSICAL DEMANDS: An individual will be required to perform climbing, balancing, stooping, kneeling, standing, walking, pushing, pulling, lifting, finger, grasp, feel, talk, hear, and repeat motions. Light Work: Exerting up to 40 pounds of force occasionally, and/or up to 15 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects is required. The employee is required to have close visual acuity to perform activities such as preparing and analyzing data and figures, viewing a computer terminal, reading, visual inspection involving small defects or small parts, operation of machines (including inspection), using measurement devices, and/or assembly or fabrication of parts at distances close to the eyes. SALARY & BENEFITS: Salary range for this position is $90,159-$135,239 per year. Exact compensation will vary based on skills, experience, education, certifications, and work location.
