Superintendent Special Operations (Rep)- Operations Planning Job ID: 10659 Business Unit: New York City Transit Location: New York, NY, United States Regular/Temporary: Regular Department: Operations Planning Date Posted: Feb 21, 2025 Description Job Information Title: Superintendent Special Operations First Date of Posting: 21/21/2025 Last Date of Filing: Open until Filled Authority: TA/OA Department: Operations Planning Division/Unit Operations Planning Reports to: Director Employee Compliance Work Location: 2 Broadway Hours of Work: Managerial Responsibilities The position of Superintendent, Special Operations to support and collaborate closely with the Director, Employee Compliance and other internal and external units. This role will serve a workforce of over 140 TWU hourly employees, 21 TSO Transit Support Coordinators, and 200 staff members, focusing on all Labor Relations activities within the Traffic Checker division. The incumbent will have a proactive mindset, demonstrating the ability to adjust to shifting priorities while maintaining a clear focus on deadlines and objectives; able to thrives in a dynamic, fast-paced environment and can collaborate across multiple departments and stakeholders. Key Responsibilities: • Labor Relations Support: Manage all progressive discipline cases, conduct Step 1 hearings, and oversee the sick control and counseling lists. • Safety and Domestic Violence Issues: Address safety-sensitive concerns and domestic violence-related issues, ensuring compliance and appropriate action. • Behavioral Change Focus: Work collaboratively with staff to foster behavior change, rather than relying solely on discipline. • FMLA Program Administration: Track and administer the group's FMLA program • HR Collaboration: Work exclusively with the Division of Human Resources for Operations Planning, ensuring all HR actions are completed accurately and on time. • Staff Development & Training: Oversee staff development programs and trainings and participate in interview panels for new hires. Manage unit’s ePerformance project • Cross-Department Liaison: Serve as a liaison with various NYCT departments, including People Department, Labor Relations, Controller’s Office, Procurement, Space Management, Security, and MTA IT and more • Ad Hoc Assignments: Handle ad hoc assignments from the Department of Operations Planning, as needed. • Leadership Support: Step in as the acting supervisor when necessary, ensuring continuity in leadership and responsibilities. Desire Skills and Qualifications: • Proven experience in labor relations, human resources, or a related field. • Ability to effectively manage a range of responsibilities, with strong organizational and time management skills. • Excellent research/investigating and problem-solving skills • Excellent interpersonal and communication skills for working with diverse teams and departments • Ability to adapt to changing priorities and maintain focus on long-term goals. • Strong leadership capabilities and experience managing or overseeing staff development. • Experience working in a unionized environment preferred. Compensation Salary Range – $84,233- $119,240 UTLO Compression Rate - $125,011 Education and Experience A Baccalaureate degree or a satisfactory equivalent of five (5) years of full-time professional work experience in large rapid transit operations, two (2) years of which must have been in a managerial/ supervisory capacity Other Information Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policy making position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).
