This opportunity is available in the Budget Unit within the Department's Budget Services Division in the Bureau of Finance and Administration, located in Newington, CT.
The Budget Unit is responsible for administration and reporting of budget and financial transactions related to various Department Operating Budget appropriations. This is a full time position, the schedule is to be determined based on operational need of the unit.

POSITION HIGHLIGHTS
+ Full time, 40 hours per week
+ Monday through Friday
+ First shift
+ This hybrid position is eligible to apply for telework after successful completion of the working test period, and thereafter, in accordance with the Telework Policy. + Supervisors can expect to spend roughly half of their working hours, if not more, in the office in order to execute upon their job functions and supervise their team. Time in the office may fluctuate based on circumstances and the team being supervised. The ability to apply for telework continues to be available and the agency continues to provide reasonable accommodations for those who need them.
THE ROLE
The key responsibilities for this exciting opportunity may include, but are not limited to:
+ Supervise a staff of professional employees
+ Schedule, assign, oversee and review the work of staff; provides training as required
+ Conduct annual Employee Performance Evaluations
+ Assist in development of the Department’s Biennial Operating Budget Request
+ Assist in coordination of the Department’s annual B-1a, Request for Allotment of Appropriations
+ Provide oversight of the Department’s Other Expenses budget for various Bureaus and offices. (This includes budget monitoring, purchase order and requisition review and approval, correction of related budgets and expenditures, providing financial information and reports to field managers and consulting with Finance management regarding potential shortfalls)
+ Coordinate Agency level budget journals, including quarterly allotments and adjustments, for Personal Services, Other Expenses and other operating SIDs
+ Monitor Operating budget expenditures through extensive CORE-CT EPM reporting and analysis
+ Preparation of monthly CFSR for submittal to OPM
+ Develop various ad-hoc CORE-CT EPM reports as needed to assist in critical management review of agency operations
+ Oversee the Department Purchasing Card (P-Card) program ensuring purchases are appropriately documented, follow Department policies, and are in compliance with state regulations
+ Oversee the Department’s Travel Coordinator functions ensuring compliance with appropriate state and Department policies and guidelines
+ Oversee development of Motor Vehicle Fuel additive rates that enable the Department to recover direct/indirect costs related to the statewide Fuel management program
+ Preparation and analysis of complex budget and expenditure reports, as required
+ Oversee the development and maintenance of written procedures
+ Make recommendations on policy development and standards related to budgeting, correction, and reporting aspects of CORE-CT
+ Act as liaison with other operating units, agencies and outside officials regarding unit policies and procedures

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for supervising staff engaged in accounting.
EXAMPLES OF DUTIES
+ Schedules, assigns, oversees and reviews work of staff;
+ Provides staff training and assistance;
+ Conducts performance evaluations;
+ Determines priorities and plans unit work;
+ Establishes and maintains unit accounting procedures including electronic data processing (EDP) procedures;
+ Develops or make recommendations on development of policies and standards;
+ Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures;
+ Prepares reports and correspondence;
+ Consults with superiors on accounting and fiscal matters;
+ Directs review and verification of complex financial documents, reports and statements;
+ Uses statistical data in evaluating cost benefit relationships;
+ Directs review and verification of posting to appropriate ledgers and subsidiary accounts and reconciliation of accounts and records;
+ May direct analysis and preparation of budget requests;
+ Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Eight (8) years of experience in accounting or auditing.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been performing the most complex accounting functions OR acting in a lead or consultative capacity at the level of an Associate Accountant or Associate Accounts Examiner.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
+ College training in accounting or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree
+ A Master's degree in accounting may be substituted for one (1) additional year of the General Experience.
+ Certification as a Certified Public Accountant or Certified Internal Auditor may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
+ Bachelor’s and/or Master’s degree in Accounting
+ Supervisory experience
+ Experience with state accounting, budgeting, and reporting
+ Experience with Core-CT Financial and EPM Modules
+ Experience in Microsoft Excel
