Participates in the development of policies and procedures; monitors work activities to ensure compliance with established policies and procedures; makes recommendations for changes and improvements to existing standards and procedures; recommends and assists in the implementation of goals and objectives; implements approved policies and procedures. Oversees and participates in the preparation of plans, specifications, cost, and quantity estimates and bids documents for public works projects; oversees the planning, design, and construction of various projects; assists with the preparation of schedules and budgets for projects and/or programs; conducts pre-bid and pre-construction meetings; prepares documents for bidding. Participates in the selection of staff; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline procedures and City human resources procedures. Participates in the preparation and administration of the annual program budget; submits budget recommendations; monitors expenditures; keeps records as appropriate. Reviews plans and calculations produced by subordinate staff; ensures that subordinate staff follows standard operating procedures. Prepares reports and correspondences as assigned; gives oral reports and presentations as appropriate. Assists in development of long-range plans; participates in assigned planning activities. Represents assigned department to other departments, agencies, firms, and groups. Coordinates and prioritizes assigned projects with and/or for other City departments, county, and state departments and other relevant agencies or parties. Makes professional engineering judgments in accordance with current accepted practice of professional engineering and appropriate laws and codes. Answers questions and provides information to the public; investigates complaints; recommends corrective action as necessary to resolve complaints. Acts as Section Head in his/her absence. Responsible for managing a major infrastructure work program. Assists those contacted in the course of duty in an effective, efficient and professional manner. Required Education and Experience Open:Each applicant must have a Bachelor’s Degree in Civil Engineering, Mechanical Engineering, Electrical Engineering, or a closely related field. In addition, each applicant must have five years of experience in project management, or project design for transportation/site development projects, construction projects, or similar disciplines. OTHER REQUIREMENTSMust have a valid Driver's License. Must be an excellent communicator and team builder. Possession of registration with the State of Ohio as a Professional Engineer. If not registered in Ohio when appointed, Ohio registration must be obtained during probationary period. MILITARY EDUCATION & EXPERIENCE EVALUATIONMilitary education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations.
