Employee ensures work quality and adherence to established policies and procedures and provides highly responsible administrative support to the Environmental Health Director. Perform related duties as required. Minimum Qualifications (KSAs) (Illustrative only. Knowledge of: Principles of management, supervision, training, and performance evaluation. Pertinent federal, state, and local laws, codes, and regulations. Environmental health sciences: microbiology, entomology, biology, chemistry, physics. Epidemiology, especially as related to food borne disease. Mechanisms and operations of food service operation equipment. General knowledge of building codes, plumbing codes. Standard English grammar, usage, and spelling; standard report and correspondence formats. Budget development and management techniques. Human relations skills; negotiation techniques. Safety policies and procedures; Employee Safety Instruction Manual. Skill to: Operate a computer in performance of job duties. Operate assigned vehicle. Ability to: Implement and maintain positive employee relations. Promote and maintain highest integrity throughout all personnel. Analyze and manage effective EEO/AA programs. Required Education and Experience Each applicant must have graduated from an accredited college or university with at least a bachelors degree including forty five quarter hours (thirty semester hours) of any combination of the following science courses biology, chemistry, physics, geology, or math, and each applicant must have at least four years of employment investigating unsanitary conditions, reviewing plans to ensure sanitary standards, enforcing health codes or closely related work while possessing a Certificate of Registration as a Registered Environmental Health Specialist issued by the Ohio Department of Health. Three years of total experience must be in a lead, senior, or supervisory role. OTHER REQUIREMENTS Must have a valid Driver's License. Must be an excellent communicator and team builder. Possess and maintain Certificate of Registration as a Registered Environmental Health Specialist issued by the Ohio Department of Health. Other licenses and/or certifications may be required. MILITARY EDUCATION & EXPERIENCE EVALUATION Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case-by-case basis based on the American Council on Education (ACE) Military Guide recommendations. Working and Physical Conditions Environmental Conditions:Indoor and outdoor environments; exposure to office computer screens; exposure to extremes in weather conditions; work with machinery, around heavy traffic, with or in water, on slippery or uneven surfaces; exposure to dust, exhaust/sewer/cooking equipment fumes, toxic chemicals/pesticides, poison oak/ivy; potential exposure to vector borne illnesses; potential for high stress related to confrontational or dangerous situations; may be subject to call back and/or overtime work. Establishes schedules and methods for providing inspection/enforcement services; identifies resource needs; reviews needs with appropriate management staff; maintains quality control. Participates in the development of policies and procedures; monitors work activities to ensure compliance with established policies and procedures; makes recommendations for changes and improvements to existing standards and procedures; recommends and assists in the implementation of goals and objectives; implements approved policies and procedures. Participates in the selection of assigned staff; provides or coordinates staff training; works with employees to correct deficiencies; implements City and departmental personnel policies and procedures. Participates in the preparation and administration of the assigned program budget; submits budget recommendations; monitors expenditures; sets fees for licenses, etc. Prepares analytical and statistical reports on operations and activities; prepares correspondence as assigned. Represents the department to the news media; responds to requests for information; speaks in public about environmental health and related programs. Makes recommendations to suspend or revoke various permits and licenses. Represents the department in meetings, committees, etc., as assigned; consults with state and federal agencies as appropriate; serves as a departmental liaison for special events; provides expert advice to administrators and other departments as appropriate. Serves on call to respond to emergency situations. Acts for the Environmental Health Director in his/her absence. Assists those contacted in the course of duty in an effective, efficient, and professional manner. Retirement Plan The City provides a defined benefit pension plan for part-time and full-timeemployees.
