The Human Resources Division seeks a candidate for the position of Administrative Staff Analyst to serve as Supervisor, Civilian Hiring Unit. The selected candidate will provide a full range of Human Resources (HR) support and program implementation activities across multiple functions related to the hiring and onboarding of civilian titles. May oversee the implementation of organizational changes, workforce planning, employee engagement and employee relations strategies and policies. Will ensure HR programs are implemented based on business-specific priorities as directed. The selected candidate’s responsibilities may include, but will not be limited to the following:
-Provide subject matter and interpretive expertise on personnel policies and procedures. Act as a resource to strategically navigate HR processes in onboarding and hiring while managing and operating within the Civil Service system.
-Continuously analyze existing agency and citywide policies and procedures to determine whether desired outcomes are being achieved and make recommendations as necessary.
-Assist in business improvement efforts by creating standard operating procedures and content on best practices.
-Develop and implement metrics to support the Human Resources Division, ensuring data integrity while processing and reporting of HR data.
-Supervise the day-to-day operations of the Unit and train staff on various aspects of HR, including but not limited to, citywide automated systems (NYCAPS, PMS, CHRMS, etc.).
-Oversee hiring pools of various civilian titles and ensure compliance with civil service guidelines and the accurate and timely disposition of actions once pools are concluded.
-Confirm all mandatory agency and oversight approvals are received for new hires.
-Resolve hiring issues and liaise with other city agencies on employee transfers.
-Coordinate with various units to manage civilian new hire orientations.
-Perform audits and quality assurance checks of hiring transactions, documents, and personnel files.
-Work on special projects and hiring initiatives as needed.

In compliance with federal Law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification document form upon hire.

Qualifications
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
