POSITION OVERVIEW
The Supervisor, Operations Compliance reports directly to the Corpus Christi Liquefaction (CCL) Director/Manager, HSE. This role is responsible for planning, organizing and implementing compliance programs, tools and management systems for CCL. This position maintains management systems, strategies, procedures, and tools to ensure compliance with federal, state, and local requirements. This position coordinates and conducts compliance assurance and reporting activities across multiple operational disciplines, including Production, Maintenance, Engineering, and HSE. The position serves as the CCL subject matter expert in compliance requirements and provides advice and guidance to operations, engineering, and maintenance disciplines.
The role consults with Corporate Regulatory Compliance to develop compliance related strategies and assurance processes, as well as company peer groups to promote a learning from experience culture across the organization. In addition, this role develops and reports compliance program implementation metrics and progress to the CCL Leadership team.
The role coordinates all matters related to external inspections and serves as the primary point of contact between the internal functions and the external regulating agencies, to provide the highest level of regulatory compliance.
RESPONSIBILITIES AND ESSENTIAL DUTIES
Facilitate compliance reviews and inspections by the Pipeline Hazardous Material Safety Administration (PHMSA) and the Federal Energy Regulatory Commission (FERC) by leading actions to effectively and efficiently demonstrate compliance with applicable requirements. Lead and coordinate routine periodic and episodic reporting to PHMSA and FERC, including but not limited to; FERC Semi-Annual Report, PHMSA LNG Annual Report, NPMS Annual Report, Safety-Related Condition and Significant Non-Scheduled Conditions Reports, and Incident Reports. Understand and apply regulatory requirements to engineering, operations, maintenance, and training. Assemble, organize, and validate compliance records, procedures, reports etc. before, during and following regulatory inspections. Serve as primary point of contact for requests from regulatory agencies. Lead meetings with PHMSA and FERC, as required, to interpret and understand the material provided, respond to request and develop corrective actions to address identified issues. Lead and coordinate with site operations and corporate compliance personnel to execute strategic governance objectives related to compliance and assurance activities. Lead an effective site-wide 49 CFR 191 & 193 compliance program consisting of: Protocols to monitor and assess compliance. Assurance program verification activities to assure regulatory compliance with applicable regulations. Compliance program performance metrics, focusing on leading indicators. Regular updates to the Director/Manager, HSE and Leadership Team. Assist site production and maintenance staff with understanding, recognizing, and reporting safety-related conditions and incidents by developing training materials on regulatory definitions and reporting protocols. Ensure retention of compliance records. Identify and develop training material in support of regulatory compliance program and assurance activities, coordinate with training department to identify target audiences and deliver training as necessary. Lead and manage a focus group of department representatives to implement and sustain the compliance assurance program. KNOWLEDGE AND SKILLS
Possesses a strong knowledge in LNG (or other cryogenic hydrocarbon liquids) transportation, storage and processing, and associated regulations, codes and standards. Must have knowledge or be willing to become proficient in the laws, regulations, and standards required to operate an LNG terminal. Possess or be willing to become proficient in the principles, practices, and procedures of compliance program management, through demonstration of transferable experience.
Skills:
Ability to interface with regulatory agencies, coordinate regulatory inspections, coordinate follow-up as required. Ability to prioritize risk mitigation strategies. Demonstrated capabilities in project management processes/tools, and general knowledge of oil and gas operations. Ability to read, interpret, and apply technical documents/regulations. Strong project management skills with the ability to influence others. Proven ability to interpret and address new and/or changing regulations and develop proactive compliance strategies. Understanding of regulatory records management requirements and processes. Ability to cultivate and maintain relationships within the key stakeholders. Clear, concise, professional written and verbal communication Ability to present to a large audience. Ability to manage conflict. Understand the business and impacts to the business of the function including proven ability to effectively interact with technical, operational, and maintenance functions to deliver material project, program, or ongoing initiative results within an operating site.
EDUCATION AND EXPERIENCE
Education, Training, and Certifications: Bachelor’s degree required, Engineering discipline preferred. Advanced degree and/or professional certifications a plus.
Experience:
Minimum of five (5) to seven (7) or more years HSE or compliance related experience in refining, hydrocarbon processing, petrochemical, or natural gas transportation infrastructure facilities. Demonstrated success in a leadership capacity; either positional or influential. Experience reviewing and approving investigations and/or corrective actions. Experience leading internal/external stakeholder meetings. Experience developing and transmitting external stakeholder communications. Experience developing and executing organizational and team goals. Experience executing initiatives/special projects. Experience implementing assurance programs. Participation in Management of Change processes. Knowledge of risk management and mitigation techniques Regulatory interaction experience preferred with DOT/PHMSA and FERC. Compliance related experience a plus, including development, management and implementation of compliance management systems, processes, and procedures in an operational setting.

One (1) Direct Report. The site Coordinator, Operations Compliance will report directly to this position.
The Supervisor, Operations Compliance is responsible for influential leadership of an interdisciplinary team of technical experts. This position is the leading expert and driver of tactical execution of the compliance program.
FREEDOM TO ACT
The Supervisor, Operations Compliance has a high degree of aptitude in their field, requires minimal supervision and is empowered to recommend actions as needed to execute assigned work.
WORK CONDITIONS
Job is performed in a typical office environment, but is subject to time pressures and constraints, and is often dependent on input from others. Occasionally, work may be performed from home, after normal work hours or on weekends. May be required to work overtime. Subject to drug and alcohol testing, per applicable federal regulations or as required by Cheniere.
