SUMMARY
Supervises personnel in the Program Finance Department, whose primary function is to create and maintain Estimates at Complete in both dollars and hours for all projects or programs where NASSCO is paid by an outside customer. Reports to the Manager of Program Finance. Directly advises Sr. Management and Program Management on New Construction, Repair and Study projects. Leads the team of approximately 6 members directly in support of the assigned projects. Interfaces with all levels of management and support staff across the company as required.
ESSENTIAL FUNCTIONS AND DUTIES
Supervise the Program Financial Analysis Group and Ship Repair Cost Analysts Track cost / EVMS performance and perform EAC analysis for New Construction, Ship Repair and Study of various new ship construction engineering projects. Develop and maintain comprehensive cost and schedule performance summaries by program, ship, availability or study. Collaborate with Program Controls to maintain NASSCO’s EVMS System. Oversee changes to goals and/or budgets (e.g. Make/Buys and various change order requests, FMR, WTA’s, Authorized RCC’s, ATPs NTE’s, TI’s or any other vehicle used by the customer to authorize additional work, or for NASSCO to modify the scope or process.) Develop and track key cost/schedule performance metrics. Develop New Ship Construction material incurred cost time-phasing in collaboration with material CAM’s and maintain CAM tools Provide variance and trend analysis for labor and material performance. Interpret and model cost reporting requirements as identified by Government contract’s mandatory government reporting related to program performance; including IMPR/CPRs, CSSRs, CSDRs, CCDRs. Develop and maintain internal reports and metrics as requested by management for weekly recurring performance status reviews. Work with program managers and cost account managers to identify cost problem areas in need of corrective action. Support NASSCO financial goals, and perform ad hoc cost or funding analysis as requested by management.
SKILLS AND QUALIFICATIONS
Five years’ experience in the shipbuilding industry or relatable field. Minimum three years of finance / cost business experience; Preferred knowledge of shipbuilding/repair processes and working familiarity with NASSCO management systems or similar software, including LMS, MAC-PAC, MMS, and SAP. A Bachelor’s degree; MBA and/or Certificate in Finance highly desirable; Strong knowledge of MS-Office, including Access and Excel – SQL preferred Interpersonal skills requirements: Demonstrated leadership abilities, and demonstrated skills in a team environment; Excellent verbal and written communication skills and administrative abilities; Proven skills as a facilitator, negotiator, and presenter; Self-motivated and demonstrates initiative and creativeness.
PHYSICAL DEMANDS
Work primarily conducted in an office setting with good lighting. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to focus. Regularly required to sit, use hands and fingers, operate computer keyboard and controls, and communicate verbally and in writing. Must be physically able to commute to buildings throughout the shipyard. Occasional exposure to dust, fumes and moderate levels of noise.
ACCOUNTABILITY
Supervises the program finance team/resources to produce timely, accurate and reliable budget and cost performance data in efforts to achieve NASSCO’s performance goals.
PAY SCALE
$109,100 - $148,500
This pay range is a reasonable estimate of the salary range for this role. It takes into account the wide range of factors considered in making compensation decisions; including but not limited to skill sets, experience, training, and education.
