The Projects Procurement Supervisor manages a team of approximately 4-6 Procurement personnel, and reports to the Procurement Senior Manager. This position is responsible for major capital project procurement requirements from front-end planning and sourcing strategy development to contracting and order execution. The central challenge of the role is to ensure the company's projects utilize the right contractors and materials, with appropriate terms, and enable the project to stay on time and under budget. He/she can expect to work in a demanding, performance-orientated environment where efficiency, reliability, and teamwork are key drivers to success. Additional responsibilities include, but are not limited to:
Proactively engage Engineering and Project Management during front-end planning of major projects to understand material/service requirements and develop supporting supply strategiesDevelop contract strategies (e.g., lump sum/TM/unit rate, SoW development) for services/subcontracts, fabricated material, and engineered equipment to meet project requirementsWork closely with Category Managers and Project Managers to utilize the appropriate category strategies and supplier agreementsExecute project procurement plans on-time and on-budgetWork closely with Engineering and Project Management to lead rigorous and objective contract negotiations from beginning to endPre-qualify vendors contractors (capabilities, safety, financials).Prepare and lead RFx events (bid packages) Develop and present the RFx commercial bid evaluation to the Project ManagerManage vendor communications including pre-bid meetings, bid walks, RFx addenda, post-bid clarifications, awards, etc.Manage bid documentation to ensure that award decisions are objective and documentation is fully auditableReview and negotiate contractor agreementsMonitor, manage, and direct third-party EPC companies to ensure that deadlines are met and deliverables are achievedEnsure contracts/subcontracts reflect corporate tolerances for insurance, liability, loss/damage, and other risksWork with Logistics and Expediting teams to ensure timely delivery of equipment, materials, and servicesInterface with Project Controls personnel to ensure project cost commitments are capturedMake the most of your talents in a fast-paced environment driven by people who strive for achievement. A minimum of a Bachelor's degree or equivalent years ofexperience is required A degree in Engineering, Construction Management, Business, or Supply Chain Management is preferredCPM, CPSM, or similar accreditation is preferred7 years procurement and contracting experience is required2 years of management experience is preferredSignificant experience in the midstream or downstream oil gas industryHighly skilled at RFx creation, total cost bid tab analysis, contract negotiation/creation, and supplier performance managementExtensive understanding of contracting terms and conditionsDemonstrated negotiation skills, including ability to deliver compelling written and oral presentationsDemonstrated excellence in managing internal and external customersResults oriented, with strong commercial expertiseStrong analytical and problem-solving skills, able to conduct root cause analysis and analyze findings to drive business improvementSkilled in Microsoft Office applicationsThe planning, communication, and collaboration skills to ensure Procurement deliverables are consistently met and expectations properly managedThe successful candidate will meet the following qualifications:
