Roles and Responsibilities:
+ Monitors daily operations of train performance to notify management of trends, to develop plans, or to maintain or increase on-time performance. Monitors all other rail equipment and track maintenance to ensure rail infrastructure is maintained as required.
+ Notifies senior management and coordinates with line supervision during service disruptions. Notifies Operations Communication, Public Information and Passenger Communication of delays and construction activities. Supervises public address announcers who advise customers at rail stations of train delays, track changes and safety alerts. Coordinates contingency plans to help minimize service disruptions.
+ Prepares a daily chronological report of the day’s events along with other transportation reports to keep senior management abreast of on-time performance of trains and problems that are incurred affecting service.
+ Supervises Train Dispatchers, Block Operators and Bridge Tenders and conducts federally mandated operational test and inspections and ensures all regulations and rules are being met.
+ Instructs Dispatchers on the Train Management Control (TMAC) system, and trainees on all aspects of train dispatching.
+ Coordinates signal and track outages for engineering projects ensuring that day to day maintenance in addition to major capital projects are handled to control cost, maximize track usage and minimize delays to customers.
Knowledge and Skills Required:
+ High School Diploma or equivalent, and three (3) years of experience as a Train Dispatcher/Block Operator or five (5) years NORAC qualified.
+ Knowledge of railroad operations including track, signal and catenary.
+ Must be qualified on the physical characteristics of all lines operated including Amtrak, Conrail and Metro North. Knowledge of NORAC operating rules, safety rules, special instructions and code of Federal regulations relating to railroad and drawbridge operations.
+ Knowledgeable of all current labor agreements and the NJ TRANSIT Drug & Alcohol policies. Knowledge of the (TMAC) system and IBM mainframe.
