Summary You will serve as a DEPUTY PROGRAM MANAGER in the Program Executive Office, Manpower, Logistics and Business Solutions of PEO MLB SOLUTIONS. The salary range shown above represents all of the positions within the pay band, including higher responsibility positions. Based on the responsibilities of this position (Tier 1), the total adjusted salary may be capped at GS-15 at $195,200 adjusted pay for the duty station listed above. Responsibilities You will supervise support, lead and manage Business Information Technology (IT) life cycle requirements that include IT system development, deployment, sustainment and the development , resolution of programmatic differences in business processes. You will plan work to be accomplished by subordinates, setting priorities, and preparing schedules for completion. You will assign work to subordinates based on priorities, selective consideration for the difficulty and requirements of the assignments and the capabilities of the employees. You will support and oversee the management all acquisition life cycle phases of assigned Navy programs/projects to include definition, development, design, integration, test and evaluation, production, installation, training, and deployment. You will oversee the effective development and execution of program schedules and ensure program/acquisition artifacts address and achieve Business IT systems and services requirements. You will monitor Business IT systems and services technical and programmatic accomplishments, expenditures, use of resources, adherence to schedules, and performance of contractors and Navy activities. You will apply strategic thinking and formulate program objectives and priorities, and implement plans consistent with the long-term interests of the program in context of the Department of Navy (DON), and Dept. of Defense (DOD) environment. You will ensure that evolving Enterprise information and business technology and new commercial best practices, theories, and techniques are understood and applied throughout the supporting communities in DON and industry. You will support the development and implementation of program plans, justify technical aspects, funding, and methodologies to all levels of the DoD and the DON. You will assist in the development of procedures, strategies, and methods to provide maximum integrity, cost effectiveness, and adherence to the acquisition processes for Business IT systems and services. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or DP-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: leading a portfolio of Defense Business Information Technology (IT) systems that include executing the Planning, Programming, Budgeting and Execution (PPBE) process, supporting and overseeing the management all acquisition life cycle phases of assigned Navy programs/projects. Lead the program through oversight and management of business operations including management of major program event scheduling, conflict management and resolution, total force management, communications (internal and external), analysis of program operational metrics, and management of Continuous Process Improvement. Education Additional Information This position is in the Personnel Demonstration Project under authority of Title VII of the Civil Service Reform Act of 1978. The pay schedule and pay band for all Demonstration Project Professional Positions will be DP-1/2/3/4. This position is eligible for ad-hoc/situational telework at the discretion of management.
