Job Description

Puget Sound Energy’s Transmission Policy and Contracts department is looking for a Supervisor to lead our OASIS Services team!  This is an excellent opportunity to play an integral role in supporting PSE’s solutions for our customer’s future clean energy needs. 

 

The Supervisor Transmission Services is responsible for the development and maintenance of business practices, procedures, and tools for the implementation of PSE’s Open Access Same-time Information System (OASIS), as well as transmission billing, settlements and reporting. This supervisor assures compliance with related government standards and business practices as well as internal controls. In addition, this supervisor supports transmission rate making strategy, makes recommendations for optimizing the value of transmission assets, and represents PSE at industry workgroups.

 

As with all PSE employees, the Supervisor Transmission Services is expected to promote and support a culture of total safety.

Job Responsibilities Employee Safety, Development & Team Building - Provides employees with coaching, feedback, and developmental opportunities and building effective teams: Demonstrates a passion for safety. Promotes and supports a culture of total safety including eliminating at-risk behaviors. Sets clear expectations and holds employees accountable for performance as well as safety goals/targets where applicable. Oversees training and development of employees directly and indirectly managed and makes effective staffing decisions. Ensures required training is successfully completed. Challenges and inspires employees to achieve business results. Accountable to ensure employees adhere to legal and operational compliance requirements, as well as safety standards. Conducts and ensures the completion of performance reviews. Provides coaching, direction and leadership support to team members in order to achieve employee, business, customer and safety results. Manages transmission billing and settlements staff, department budget and resources. Responsible for PSE, Federal Energy Regulatory Commission (FERC), and Western Electricity Coordinating Council (WECC) reporting and accounting functions. Works with software tool providers, such as OATI, MCG, and PCI to ensure PSE’s compliance in its provision of transmission services, coordination of interchange, and contractual obligations. Administers OATI production and development applications, issuing user certificates, maintaining user accounts and appropriate application settings, manages TSR submittals, and troubleshoots customer/scheduler tagging (and other) issues.  Manages PSEI grid components in North American Energy Standards Board (NAESB) Electric Industry Registry, approving/maintaining pseudo-tie, adjacencies, POR/POD development among others. Manages PSE’s OASIS website to include TTC and ATC values, public posting notices, and various documentation. Develops processes and procedures; specifies tools and applications; creates and administers training programs. Assures compliance with industry rules, standards, business practices, and PSE’s OATT (Open Access Transmission Tariff); this includes compliance with NERC, NAESB, and WECC Standards. Supports transmission rate-making strategy and makes recommendations on optimizing the value of transmission assets. Supports PSE policy, interconnection, engineering and compliance teams – providing transmission guidance (and vice versa) as needed. Represents the company externally on issues pertaining to transmission service and settlements.  Keeps abreast of current industry trends and developments through organizations such as NAESB, WECC, NERC, and FERC, and updates management of any relevant changes. Performs other duties as assigned. Minimum Qualifications Bachelor’s degree in Business, Accounting, Engineering or similar discipline; or equivalent combination of training and experience in bulk electric systems (or similar). 5 years' experience in transmission scheduling, energy trading, electric operations, or similar. Strong written and verbal communication skills and ability to interact with all levels of a corporation. Demonstrated experience in leading and motivating employees.  Strong problem solving, analytical and conflict resolution skills. Knowledge of FERC, NERC, NAESB, and WECC. Self-starter with ability to work effectively without direct supervision in a fast paced, multi-tasking, team environment. Desired Qualifications Specific experience in west-coast energy / transmission markets. 3 years supervisory experience. Advanced spreadsheet and database computer skills. Able to effectively communicate in a public forum. OATI application experience. Additional Information

The pay range for this position is $80,800.00 - $195,400.00, and this position is eligible for annual goals based incentive bonuses.
