Summary This position is located in the Program Reporting Branch. The incumbent will serve as a Branch Chief overseeing the Program Reporting Branch. Oversees management reporting and calendar year-end reporting. Management reports include standard agency monthly/quarterly reports (loan portfolio or delinquency), and ad hoc reporting-using the data warehouse, or other data sources to gather, analyze, and present data for requests. Year-end reports include IRS reporting for loan portfolio (1098/1099). Responsibilities Performs the full range of supervisory responsibilities, to include plans work to be accomplished; sets and adjusts priorities, and prepares schedules for completion of work Assigns work based on priorities, selective consideration of the difficulty, requirements of assignments, and capabilities of employees; develops performance standards; evaluates work performance of employees and subordinates. Directs the development and implementation of new accounting systems to meet the needs and requirements of the mission area program requirements due to prevailing laws, regulations and standards. Develops policies, methods and procedures related to loan and grant accounting functions to effectively and efficiently meet the goals and objectives of the branch in support of the overall mission and functions. Work with mission areas/ management officials, Government Accountability Office (GAO), Office of Inspector General (OIG), National Finance Center (NFC), Office of General Counsel (OGC), Office of Management and Budget (OMB), In accordance with Office of Government Ethics (OGE) regulations, the incumbent must file OGE form 450, Confidential Financial Disclosure Report. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and education (transcripts must be attached), as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level (GS-13) in the normal line of progression for the position being filled. GS-14: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level, or it's non-federal equivalent. Specialized experience is defined as the ability to supervise subordinate employees; assign, direct, and review their work; solve problems related to the work supervised; and expert knowledge of financial management, fiscal and accounting theories, concepts, principles, and procedures, and generally accepted accounting principles and standards; and ability to interpret and analyze complex financial and accounting data to communicate results. There is no substitution of education for experience at the GS-14 level. You will receive credit for all qualifying experience, including volunteer experience. Education Basic Education Requirements: A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four (24) semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. This position requires a favorable credit check as part of the background investigation.
