Supervisory Accountant (Branch Manager)
Summary PLEASE NOTE: Based on the current hiring restrictions, selectees may be subject to additional approvals prior to an offer being extended. This position is located at Bureau of the Fiscal Service, Deputy Assistant Commissioner Fiscal Accounting, Division and Branch As Assigned. As a Supervisory Accountant (Branch Manager), you will be responsible for managing supervisory and technical accountants, supervisory analysts, and for providing advisory services to the Director. Responsibilities As a Supervisory Accountant (Branch Manager), you will: Serve as a Supervisory Accountant (Branch Manager) in a branch within FA, with the primary responsibility for onboarding new customers and managing projects; maintaining, reconciling, and ensuring the reliability and accuracy of data; and results of operations within the financial management and government-wide accounting business lines. Provide leadership, direction, and guidance in the management of the Federal government's financial and debt reporting, systems of accounting, shared services, and other government-wide activities. Ensure the adequacy of the organization's existing controls, procedures, and compliance with established guidelines, laws, and regulations; evaluating the feasibility of automating specific operations. Advise senior management of initiatives, programs, and pending accounting developments that may impact Fiscal Service's businesses, systems, activities, and stakeholders. Requirements Conditions of Employment A one-year probationary period may be required. A one-year supervisory or managerial probationary period may be required. Must successfully complete a background investigation. Periodic reinvestigation is required no later than five years after selection and at least every succeeding five years. This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service, that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes: - Experience leading teams to improve financial or accounting systems or operations; AND - Analyzing current accounting operations in order to improve efficiencies, address service concerns, or improve internal controls; AND - Advising senior level management, customers, and/or coworkers on accounting issues and policies. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks. Education Education Requirements: A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing." Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor." OR B. Combination of education and experience--at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
