Summary You will serve as the Deputy Director, Equal Employment Opportunity (DDEEO), overseeing and directing the Equal Employment Opportunity (EEO) Program and serve as subject matter expert and advisor on EEO program initiatives, policies, procedures and discrimination complaint matters for the NAVAL FACILITIES ENGINEERING AND EXPEDITIONARY WARFARE CENTER. Responsibilities You will serve as EEO Complaints Manager, Special Emphasis Program Manager, Individuals with Disabilities Program Manager, Reasonable Accommodation (RA) Program Manager, Alternative Dispute Resolution Program Manager (ADR). You will manage the EEO Program, which provides continuing positive EEO services to managers at all levels, including advice and guidance in eliminating systemic EEO problems as well as individual problems. You will plan. organize, direct staffs, carry out, review and evaluate a proactive and preventative oriented EEO program that includes efforts to resolve systemic problems within Command. You will coordinate settlements and reach resolution of complaint matters at the lowest possible levels. You will formulate and recommend ADR/ RA objectives, policies and procedures and integrate the ADR/RA Programs with other human resources functions. You will develop and conduct briefings for the Command managers and supervisors to discuss the status of the workforce composition and evaluate organizational accomplishments of MD 715 objectives. You will provide technical assistance, supervision and leadership guidance to collateral-duty Special Emphasis Program (SEP) managers and define SEP priorities and objectives and establish milestones for accountability and evaluation. You will develop EEO program instructions and review all personnel administrative guidance, practices, procedures, policies, instructions, directives, etc., to ensure EEO program compliance and appropriate integration of EEO policies. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-02 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Executing and evaluating a civilian federal equal employment opportunity (EEO) program to include advising on the application of equal employment opportunity (EEO) program requirements and developing strategic initiatives and recommendations for senior leaders. Education This position does NOT allow for substitution of education. Additional Information This position is covered by the Department of Defense Priority Placement Program. This position typically works a 40 hour work week. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees.
