SUPERVISORY ADMINISTRATIVE/TECHNICAL SPECIALIST
Summary You will serve as a Supervisory Administrative/Technical Specialist as the first-line supervisor of the Project Management Branch, PA12, in the BUSINESS OPERATIONS DIVISION, PERFORMANCE ASSESSMENT DEPT of NAVAL SURFACE WARFARE CTR CORONA DIV. Responsibilities You will serve as the Project Management first-line supervisor in the Operations Management Division. You will oversee technical project management within a competency-aligned matrix organization, collaborating with customers to define and document requirements while ensuring compliance with Federal Management Regulations. You will build and manage multi-disciplinary teams by negotiating with resource managers across divisions, developing proposals, cost estimates, and statements of work, and applying PMI methodologies for project planning, execution, and control. You will monitor cost, schedule, and performance metrics and utilizing advanced risk management techniques, the branch ensures project alignment with strategic objectives and enhances customer satisfaction. You will assign, schedule, and fully task project managers within a matrixed organization, applying project management principles to ensure seamless project execution and delivery. You will recruit, train, and develop project managers to build and maintain the necessary expertise to support all project domains effectively. You will set expectations and evaluate performance of direct reports on a continual basis in order to help them achieve optimal results. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band NT-04 (GS-11/12 equivalent) in the federal service or equivalent experience in the private or public sector applying project management principles (i.e. monitoring costs, schedule, performance, and defining/documenting requirements) to utilize and identify data-driven methods for recommending process improvements while ensuring compliance for an organization.
