Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a SUPERVISORY AIR TRAFFIC CONTROL SPECIALIST, Position Description Number PDHATC0012 and is part of the WY Army Aviation Support Facility, Wyoming National Guard. This position is in the Excepted Service "under the authority of Title V, P.L. 114-328, and Sections 932 and 1084 (FY17 NDAA)". This is a Title 5 Excepted Service position. Military affiliation is not required. Responsibilities The primary purpose of the position is to provide, on a rotation basis, non-radar approach control (tower without radar) services to military and civilian aircraft operating under Instrument Flight Rules (IFR) and Visual Flight Rules (VFR). Provide terminal Air Traffic Control (ATC) services to aircraft operating within delegated airspace. Functions will be performed at a regional airport which services varying types of aircraft ranging from general aviation to corporate and military aircraft. Incumbent is responsible for supervising and managing all ATC activities. Incumbent will also develop, maintain, and administer standardized ATC training programs for tower facilities in accordance with guidelines established by regulations of the Department of Army (DA), Department of Defense (DoD), and FAA. Supervises positions concerned with: (1) the control of air traffic to insure the safe, orderly and expeditious movement along air routes and at airports when a knowledge of aircraft separation standards and control techniques, and the ability to apply them properly, often under conditions of great stress, are required; (2) providing preflight and in-flight assistance to aircraft requiring a knowledge of the information pilots need to conduct safe flights and the ability to present that information clearly and concisely; and/or (3) the development, coordination, and management of air traffic control programs. Requires an extensive knowledge of the laws, rules, regulations, and procedures governing the movement of air traffic. Requirements Conditions of Employment EMPLOYMENT CONDITIONS: U.S. Citizenship Required. This position is subject to provisions of the DoD Priority Placement Program. Employees are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT). May be required to successfully complete a probationary period. CONDITIONS OF EMPLOYMENT & NOTES: Position is designated as Mission Essential. Employee can be required to remain on duty or report for duty during contingency operations or other emergency situations. Commensurate with mission requirements, the incumbent can be required to work overtime and other than normal duty hours which may include evenings, weekends, and/or holidays. Call back and emergency duty are regular requirements of this position. SECRET Clearance: Position is Non-Critical Sensitive (2) requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance. DRUG TESTING: Random testing will use a scientifically valid system for randomly selecting employees to be tested. Random testing may be imposed without an individualized suspicion that a particular individual is using illegal drugs or misusing alcohol. ANNUAL CLASS IV PHYSICAL: This position requires a pre-employment physical, and annually thereafter. ROTATING SHIFTS: The incumbent performs work on standard and/or rotating shifts. Para/Line #: 402A/005 Selecting Official: Mr. Jason Miller AREAS OF CONSIDERATION: Referrals of qualified applicants will be issued as follows: Area 1: Permanent and indefinite Wyoming Army National Guard (NG) T5 and T32 Dual Status Technicians (DST) employed at the Camp Guernsey Army Airfield. Area 2: Permanent and indefinite WYNG Title 5 and T32 DST employees with the Wyoming Air/Army National Guard. Area 3: Current Federal employees within the Competitive and Excepted Service, and Competitive Service Reinstatement Eligible employees. Former NG T32 Dual Status employees receiving an Honorable or a General Discharge under Honorable Conditions are eligible for reinstatement provided they have been separated for at least one year before applying for reinstatement and received a rating of record of their most recent permanent position of a least fully successful (or equivalent). Area 4: Currently serving and former Active Guard/Reserve (AGR), and M-Day/Drill Status Guard (DSG) members of the National Guard. This provision is intended to boost the candidate pool to reach more qualified candidates and places DSG/M-Day personnel on par with currently serving civilian personnel. * Veterans' Preference Rules are mandated by law and some applicants may receive priority consideration before other applicants without veterans' preference. * Area 7: U.S. Citizens Upon acceptance to this position, if selected candidate is a competitive employee, they will convert to Excepted Service and be required to sign a memorandum IAW 5 CFR 302.102. In order to qualify, you must meet the experience and/or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. SPECIALIZED EXPERIENCE: Must demonstrate and possess at least one year of specialized experience equivalent to at least the next lower grade level (e.g., GS-11) which prepared you to work in this position. Specialized experience is defined as: Experience in a military or civilian air traffic facility that demonstrated possession of the knowledge, skills, and abilities required to perform the level of work of the specialization for which application is made. This experience must have provided a comprehensive knowledge of appropriate air traffic control laws, rules, and regulations. Issuing control instructions and advice to pilots in the vicinity of airports to assure proper separation of aircraft and to expedite their safe and efficient movement as prescribed in Federal Aviation Administration Order (FAAO) 7110.65. This specialization also requires: Ability to act decisively under stressful situations and to maintain alertness over sustained periods of pressure; Skill to coordinate plans and actions with pilots and other controllers; and Judgment to select and take the safest and most effective course of action from among several available choices. CERTIFICATE AND RATING REQUIREMENTS: Must possess and provide valid and current Air Traffic Control Specialist Certificate, Control Tower Operator, or FAA AOV certificate(s). These certificates require demonstrating knowledge of basic meteorology, basic air navigation, standard air traffic control and communications procedures, the types and uses of air navigation aids, and regulations governing air traffic. Facility ratings require demonstration of a knowledge of the kind and location of radio aids to air navigation, the terrain, the landmarks, the communications systems and circuits, and the procedures peculiar to the area covered by the facility. KNOWLEDGE, SKILLS, AND ABILITIES (KSAs) * Knowledge in the controlling of air traffic to insure the safe, orderly and expeditious movement along air routes and at airports when a knowledge of aircraft separation standards and control techniques, and the ability to apply them properly, often under conditions of great stress, are required. * Knowledge in the development, coordination, and management of air traffic control programs. * Extensive knowledge of the laws, rules, regulations and procedures governing the movement of air traffic. OTHER DESIRED SKILL SETS INCLUDE: Prior Federal Supervisory Experience - previous experience and/or training as a supervisor to including managing supervisory programs and processes. Regulatory Compliance Inspections - previous experience preparing and executing for Army ATC Aviation Resource Management Surveys (ARMS) and Quality Assurance Evaluations. Organizational Leadership - previous training and/or experience towards developing leadership skills and increasing levels of leadership positions. Organizational Management - previous experience completing administrative tasks, program management, and process improvement. Aviation Operations and Airspace Management - previous experience with military aviation operations and airspace management other than ATC. Teamwork - previous experience or training developing teams and working as a team member to accomplish mutual goals and objectives. Facility Project Management - previous experience or training with unified facilities criteria to develop and/or evaluate ATC Tower, Airfield Operations Buildings, and Airfield criteria and make recommendations as a Subject Matter Expert to facility managers and/or project managers. ATC Communications and Navigation - experience and/or training with Army ATC navigation and communication equipment (CM300, LMR, IVSR, NVR, PRC, NDB, AAAS/IDS5). ARNG Training Centers - experience and/or training on ARNG Training Center range/operations and/or Joint DoD Aviation operations. NOTE: Specialized Experience, ATC Certifications, and responses to questionnaire will be used to determine qualifications for the announced position. TIME-IN-GRADE: Any applicant who within the previous 52 weeks held a General Schedule position under non-temporary appointment must meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement. If you are a current GS employee applying for a higher grade than the grade you currently hold provide an SF-50 showing the next lower grade was held for at least one year. Priority Placement Program (PPP) DoD Military Reserve (MR) and National Guard (NG) Technicians: MR or NG Technicians who will lose or lost military membership through no fault of their own after completing at least 15 years of technician service and a minimum of 20 years of service creditable for non-regular retirement may exercise preference eligibility to DoD positions with the local commuting area in accordance with section 3329(b) of Title 5, U.S.C. This preference eligibility is valid for 1 year after separation.
