Responsibilities Plans, develops, administers and maintains a comprehensive aquatics program. Plans, coordinates, and schedules installation activities, special events, and joint community undertakings. Prepares budgets. Evaluates program overall effectiveness. Plans, organizes work, and manages internal procedures and resources to ensure maximum productivity and economies. Prepares internal office financial plans and related records and reports, and exercises authority on approved budget. Reviews financial status of assigned activities and recommends changes. Manages new property resources and provides advice on renovations and improvements. Handles routine matters, contract files, and forward reports/files to the Contracting Officer. Inspects and accepts products and services, and reviews/approves invoices for payment. Protects patrons from hazardous conditions by ensuring rules and regulations are enforced. Protects lives through aggressive prevention, preparedness, education, emergency medical, and rescue programs. Ensures all applicable rules and regulations pertaining to swimming pools are posted and observed. Performs water rescues and land rescues equal to the standard of training when an emergency is taking place (e.g. drowning, medical or trauma in the water). Manages respiratory and cardiac emergencies to include performing cardiopulmonary resuscitation (CPR), bag-valve-mask (BVM) resuscitation, or automatic external defibrillation (AED). Uses and maintains care of emergency equipment such as specialized kits and rescue bags, backboards, suction devices, splints, stretchers, oxygen delivery systems, and monitoring equipment. Controls external bleeding with direct pressure and treats shock. Splints and immobilizes fractures and dislocations for transport. Attempts to ascertain whether the patron has preexisting medical problems and to obtain critical medical history information from the patron. Responsible for solving any problems related to the work environment and job functions. Deals effectively with employees in regards to suggestions, complaints, and other personnel matters Keeps assistant manager informed to all problem areas and new methods of accomplishing assignments. Responsible for ensuring all personnel are properly trained and maintain appropriate professional certifications. Develops and oversees emergency medical and rescue training, public education and other related educational and functional duties. Responsible for the supervision and safety of aquatics staff. Recruits and screens all prospective staff. Supervises grades NF-01 through NF-03 (and equivalent) staff to include: assigning and distributing work, coaching, counseling, training and mentoring employees; approving and disapproving leave; recommending and completing personnel actions; completing performance reviews. Must be alert to alcohol abuse and take appropriate action. Assists in ensuring all personnel are properly trained and maintain appropriate professional certifications. When needed, teaches various swimming skills and basic diving for all age groups. Prepares material for classes being taught. Ensures the safety of all patrons in the class. Requirements Conditions of Employment See Duties and Qualifications EVALUATIONS: Qualifications MINIMUM QUALIFICATIONS: Bachelor's degree from an accredited college or university in a related field appropriate to the work of the position and; OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above; OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above. And a minimum of two years of supervisory experience. Must be able to communicate effectively orally and in writing. Must have knowledge of pool water chemistry and the ability to use and perform maintenance of pool equipment and operation systems. Understanding of and the ability to enforce rigid safety regulations to ensure maximum protection of swimmers. Must be able to pass an initial and recurring physical ability test. Must have a current driver's license. Training and Certifications Required: Based on program operations the ability to obtain within 6 months of hire a nationally recognized certification of a Lifeguard Instructor Trainer (LGIT) and Water Safety Instructor Trainer (WSIT) or equivalent. Current or the ability to obtain within 6 months of hire an Aquatics Facility Operator (AFO) or Certified Pool Operator (CPO) certification. Current nationally recognized certification as a Water Safety Instructor (WSI) or equivalent. Current nationally recognized certification as a Lifeguard Instructor (LGI) or equivalent. Current nationally recognized certification: Lifeguard training, CPR/AED for the Professional Rescuer or equivalent, Standard First Aid or equivalent.
