Summary As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding. The position serves as an AVS ODA Performance Improvement & Implementation (AVS-062), which focuses on the long-term vision for AVS delegation programs. Responsibilities The Manager supports outreach internally, performs assessments, and monitors consistency in Organization Management Team (OMT) surveillance of ODA holders and individual designees, and may engage in routine outreach with external stakeholders when such engagement is needed as part of implementation of projects. The Manager develops best practices and actively encourages “communities of practice” through OMT forums; performs assessments of standardization versus flexibility of existing policy across the ODA program (e.g., limitations); and monitors consistency in OMT surveillance of ODA holders and individual designees. In addition, the Manager supports the Associate Administrator for Aviation Safety (AVS-1) and the Deputy Associate Administrator for Aviation Safety (AVS-2) to: execute ODA daily operations; align resources, activities and stakeholders with Aviation Safety (AVS) objectives; develop ODA Office personnel and resources consistent with AVS's future needs; and foster a work environment and culture that emphasizes employee engagement, risk- based decision-making, innovation, collaboration, communication, accountability, diversity and inclusion throughout the Office. Direct Report Supervision: Monitors and evaluates performance. Executes personnel actions and/or corrective or disciplinary actions. Works to prepare employees for future opportunities across the division, with focus on continuity of operations and long-term organizational success. Coaches, mentors and develops employees to perform current work and support career progression for the future. Ensures employees have technical skills to accomplish their assigned tasks. Team Environment: Monitors organizational health and regularly seek input and feedback from employees. Establishes and enhances practices to encourage diversity and inclusion, communication, collaboration and innovation in the resolution of issues. Communicates and regularly reinforces connectivity between subordinate employee activities and the broader AIR mission. Defines and assigns accountability for key internal performance objectives. Engages personnel in monitoring key performance indicators and making adjustments necessary to achieve key performance objectives. Work with employees to identify resource needs and advocates for resources on behalf of the team. Operations Monitoring: Engages employees in documenting, refining and assuring compliance with processes governing all activities. Assesses the productivity, quality, effectiveness and efficiency of Field Operations processes. Monitors and approves expenditure for funds. Reviews and approves time and attendance and assures accurate labor distribution reporting. Assigns, communicates and clarifies context for tasks and responsibilities. Oversees daily operation s to ensure timeliness, effectiveness, efficiency, productivity and compliance with policy in attaining organizational goals. Facilities coordination and effective communication across FAA organizations, the aviation industry, other civil aviation authorities and union representatives to accomplish work. Operational Program Management: Responsible for overall management responsibilities associated with the planning and direction of programs. Develops and implements plans and techniques to improve program and policies to align to AVS strategic goals. Oversees the management of data systems, administrative processes and data entry necessary to support Office performance metrics and dashboards used by the management team to manage performance. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience includes: Experience applying Federal Aviation laws and regulations for aircraft certification as it pertains to design, manufacturing, airworthiness or equivalent experience; contributing to and supporting development of strategic plans and techniques in attaining organizational goals; using workforce planning and employee development strategies to enhance organizational performance; influencing regulated entities to assume greater responsibilities for compliance and safety; applying expert knowledge to managing programs/projects; allocating staff, establishing schedules, milestones and priorities; and, identifying deliverables to accomplish goals and objectives.
